The 2020 Property Tax Rates are not yet known, but they are likely not to <br />change dramatically. It should therefore be noted that the City's 3.5% growth as allowed by the Texas Property <br />Tax Reform and Transparency Act of 2019, while critical to the City's Financial Policy and planned operation, <br />is a nearly de minimis impact as compared to the total tax bill owed by a resident. <br />City of Paris Charter — Article V — Section 45(5) <br />"Tax levies and tax collections by years for at least five years or, if records for five years are not <br />available, then for as many years as are available. " <br />Please see Exhibit A attached for a detailed listing of all Funds by line item (not just General Fund). This <br />Exhibit A shows the Proposed FY20/21 Budget (shown on the sheets as "Proposed FY2021 Budget"). The <br />"Year Budget" is the FY19/20 Budget. The "Current Year" is how much has been received to -date as of the <br />printing of Exhibit A. And finally FY2019, FY2018, FY2017, and FY2016 are the prior four years of Actual <br />Revenues that were used in the Realignment Process to help produce the Proposed FY20/21 Budget. For your <br />convenience, the key information has been highlighted in yellow, with red being used for the Fund Totals. <br />There is of course a lot of information here, but for a community the size of Paris, budgets are complex. The <br />purpose of showing you this much information is to give transparency and support the Realignment process <br />that was discussed in the Budget Message section above. <br />City of Paris Charter — Article V — Section 45(7), 45(8), 45(9) <br />"Summary ofproposed expenditures by function, department, and activity.
