Regular Council Meeting <br />July 27, 2020 <br />Page 11 <br />were personnel costs and an additional 900 COVID-19 testing kits. Mr. Anderson said the City <br />had received the first payment from the CARES Act Funding. <br />A Motion to reimburse the Paris -Lamar County Health District up to $100,000, out of the <br />City's CARES Act Funding was made by Council Member Knox and seconded by Council <br />Member Portugal. Motion carried, 6 ayes — 0 nays. <br />33. Convene into Executive Session pursuant to Section 551.074 of the Texas Government <br />Code, (1) to deliberate the appointment, employment, evaluation, reassignment, duties, <br />discipline, or dismissal of a public officer or employees, as follows: <br />A. Annual evaluation of the municipal judge; <br />B. Annual evaluation of the city attorney; <br />C. To deliberate the appointment of a public officer to fill the vacancy in City Council <br />District 3 until the next regular election in May 2022. <br />Mayor Clifford convened City Council into executive session on item C at 8:18 p.m. <br />34. Reconvene into Open Session and possibly take action on those matters discussed in <br />Executive Session. <br />Mayor Clifford convened City Council into open session at 8:59 p.m. <br />35. Deliberate and act on RESOLUTION NO. 2020-037: A RESOLUTION OF THE CITY <br />COUNCIL OF THE CITY OF PARIS, TEXAS; APPOINTING GARY SAVAGE TO <br />FILL THE CITY COUNCIL VACANCY IN DISTRICT 3 AND TO SERVE AS <br />COUNCIL PERSON FOR DISTRICT 3 UNTIL COUNCIL MEMBERS ARE SEATED <br />AFTER THE MAY, 2022 ELECTION; MAKING OTHER FINDINGS AND <br />PROVISIONS RELATED TO THE SUBJECT; AND DECLARING AN EFFECTIVE <br />DATE. <br />Mayor Clifford opened the floor for nominations. A Motion to accept Gary Savage to fill <br />the City Council vacancy in District 3 was made by Council Member Hughes and seconded by <br />Council Member Stone. Motion carried, 6 ayes — 0 nays. <br />36. Administer Oath of Office to newly appointed City Council Member for District 3. <br />Ms. Ellis administered the oath of office to Gary Savage. <br />37. Consider and approve future events for City Council and/or City Staff pursuant to <br />Resolution No. 2004-081. <br />No future events were referenced. <br />
