On June 11, 2018, a public hearing was held by the City Council to receive public input regarding <br />the route designation. Again no comments were received. Copies of the legal notice and <br />meeting minutes are provided for reference in Appendix A. <br />Having received no indication of opposition from residents of Paris or the surrounding <br />jurisdictions, the City is prepared to proceed with the formal request for NRHM route <br />designation for Loop 286. <br />V. Recommended Action <br />There is a significant public safety threat created by the transport of hazardous material and <br />wastes through the residential and central area historic districts in Paris, Tx. Loop 286 offers a <br />solution to this concern, but must be formally designated as the NRHM route before proper <br />signage and enforcement can be implemented. The loop provides ideal access, travel times, <br />design elements, containment opportunities, emergency response ability and safe transport for <br />hazardous materials through the City of Paris, and its designation as a NRHM cargo route is <br />respectfully requested. <br />VI.
