LP 286 TO FM 195 <br />Figure D: TxDOT Designated Routes in the City of Paris <br />The City's master thoroughfare plan (MTP) identifies Loop 286 as a principal arterial. TOOT is <br />currently performing a detailed traffic study to consider mobility improvements along NE Loop <br />286 while maintaining local access to the City's developable properties using frontage or service <br />roads. This would make the NE Loop 286 a controlled access highway through the commercial <br />district. If approved and constructed, this project would further enhance the safety and <br />containment of NRHM cargo traveling through the area. <br />D. Population <br />Paris is the county seat of Lamar County and has a population of roughly 25,000 residents within <br />its city limits, though the daytime population is significantly higher due to the draw of local <br />commerce and employment opportunities. The population of Lamar County is over 49,000, <br />much of which contributes to the increased traffic and population during daytime hours in Paris. <br />Commercial activities are concentrated to the NE Loop 286 corridor, as well as B US 82 and B US <br />271 North. Figure B shows the current zoning district map for Paris. The yellow and tan shapes <br />indicate residential districts, while red and purple represent commercial and industrial uses, <br />respectively.
