Item No. 15 <br />Memorandum <br />TO: Mayor & City Council <br />Grayson Path, City Manager <br />FROM: Carla Easton, PE, Engineering & Community Development Director <br />SUBJECT: ZONING CHANGE — 940 CAMPBELL STREET <br />DATE: August 3, 2020 <br />BACKGROUND: Joel Scott is requesting a change in zoning from Light Industrial (LI) to Single <br />Family Dwelling District 2 (SF -2) in order to build a home on the subject lot. The property is <br />located on the north side of Campbell Street approximately 400 feet from the railroad tracks. <br />Properties in the area are currently used for single family dwellings, however the current zoning <br />is industrial and commercial. <br />STATUS OF ISSUE: The existing zoning is likely due to the proximity to the railroad tracks, such <br />that industrial type developments would have direct access to rail. However, a number of homes <br />have been built over the years, making the area more of a neighborhood than a commercial district. <br />The comprehensive plan calls for all of this area to be low density residential (LDR). <br />This change will create an odd residential lot that would be surrounded by commercial and <br />industrial zoned properties, therefore the city could/should consider initiating a zoning change to <br />bring the entire area into compliance with the comprehensive plan. <br />That said, the requested change complies with the recommendation in the comprehensive plan, as <br />well as the surrounding land uses, so staff believes this is an appropriate zoning change. <br />The Planning & Zoning Commission voted 6-0 to recommend approval of this zoning change. <br />RECOMMENDATION: Approve of a zoning change from Light Industrial (LI) to Single Family <br />Dwelling District 2 (SF -2). <br />
