HOUSING AUTHORITY OF THE CITY OF PARIS <br />REGULAR MEETING <br />BOARD OF COMMISSIONERS MEETING <br />100 GEORGE WRIGHT HOMES <br />MINUTES OF June 16, 2020 <br />Present at the Meeting VIA ZOOM/PHONE: <br />Gary Savage — Chairman of the Board of Commissioners <br />TK Haynes — Vice Chairman of the Board of Commissioners <br />Bonnie Bilinsky — Commissioner of the Board of Commissioners <br />Sally Ruthart — Executive Director <br />1. Meeting Called to order at 12:32 pm on Tuesday, June 16, 2020 by Chairman of the Board of <br />Commissioners, Gary Savage. <br />2. Having three Board Members present, a quorum, Mr. Savage thanked and welcomed everyone <br />to the meeting. Absent Board Members included Dewayne Dangerfield and Shatara Moore. <br />3. Citizens' Forum Opened and closed with no one present to speak. <br />4. Minutes from the March 17, 2020 Meeting <br />Minutes were approved with a motion made by Mr. Savage and seconded by Ms. Bilinski. Passed <br />3-0. <br />5. UNFINISHED BUSINESS: NONE <br />6. NEW BUSINESS: <br />a. Occupancy Report - Public Housing has 5 vacancies and Section 8 has 286 current assisted <br />vouchers and 8 people with vouchers searching for units. <br />b. Financial Report was discussed and reported to the Board with bank statements and graphs for <br />PH and Section 8. Ending bank statement balances for May - Public Housing - $366,894.45 <br />Section 8 - $530,448.86. <br />c. Final Audit report was completed by an independent auditor for the FYE 06/30/2019 and <br />submitted to the Board of Commissioners with no materials weaknesses and no findings. <br />d. Mrs. Ruthart updated the Board of Commissioners regarding annual inspection/repairs of all <br />the Public housing units. Completions on repairs should be done by June 30, 2020. <br />e. The Housing Authority is currently in a situation with a tenant who is being abusive to <br />neighbors in the George Wright complex. Mrs. Ruthart asked the Board of Commissioners for <br />approval to hire an attorney to help with the eviction process. Gary Savage made a motion to hire <br />an attorney. TK Haynes seconded the motion. Motion passed 3-0. <br />f. COVID 19 funding — Public Housing COVID funds are being used for normal operations as <br />authorized by HUD. Section 8 COVID admin fees are being used for administrative costs for the <br />Section 8 program as authorized by HUD. Section 8 funds arc more difficult to expend since the <br />PHA does not own units in the Section 8 program. <br />g. Mrs. Ruthart explained to the Board of Commissioners that the PHA will start an exterior <br />remodel of the units at 4011402 Booker T Washington Homes soon. The PHA will start with one <br />building as an "experimental color" phase begins. All building exteriors will eventually be <br />remodeled as the PHA hopes to improve the look of the PHA properties. <br />
