HOUSING AUTHORITY OF THE CITY OF PARIS REGULAR MEETING BOARD OF COMMISSIONERS MEETING 100 GEORGE WRIGHT HOMES MINUTES OF June 16, 2020 Present at the Meeting VIA ZOOM/PHONE: Gary Savage — Chairman of the Board of Commissioners TK Haynes — Vice Chairman of the Board of Commissioners Bonnie Bilinsky — Commissioner of the Board of Commissioners Sally Ruthart — Executive Director 1. Meeting Called to order at 12:32 pm on Tuesday, June 16, 2020 by Chairman of the Board of Commissioners, Gary Savage. 2. Having three Board Members present, a quorum, Mr. Savage thanked and welcomed everyone to the meeting. Absent Board Members included Dewayne Dangerfield and Shatara Moore. 3. Citizens' Forum Opened and closed with no one present to speak. 4. Minutes from the March 17, 2020 Meeting Minutes were approved with a motion made by Mr. Savage and seconded by Ms. Bilinski. Passed 3-0. 5. UNFINISHED BUSINESS: NONE 6. NEW BUSINESS: a. Occupancy Report - Public Housing has 5 vacancies and Section 8 has 286 current assisted vouchers and 8 people with vouchers searching for units. b. Financial Report was discussed and reported to the Board with bank statements and graphs for PH and Section 8. Ending bank statement balances for May - Public Housing - $366,894.45 Section 8 - $530,448.86. c. Final Audit report was completed by an independent auditor for the FYE 06/30/2019 and submitted to the Board of Commissioners with no materials weaknesses and no findings. d. Mrs. Ruthart updated the Board of Commissioners regarding annual inspection/repairs of all the Public housing units. Completions on repairs should be done by June 30, 2020. e. The Housing Authority is currently in a situation with a tenant who is being abusive to neighbors in the George Wright complex. Mrs. Ruthart asked the Board of Commissioners for approval to hire an attorney to help with the eviction process. Gary Savage made a motion to hire an attorney. TK Haynes seconded the motion. Motion passed 3-0. f. COVID 19 funding — Public Housing COVID funds are being used for normal operations as authorized by HUD. Section 8 COVID admin fees are being used for administrative costs for the Section 8 program as authorized by HUD. Section 8 funds arc more difficult to expend since the PHA does not own units in the Section 8 program. g. Mrs. Ruthart explained to the Board of Commissioners that the PHA will start an exterior remodel of the units at 4011402 Booker T Washington Homes soon. The PHA will start with one building as an "experimental color" phase begins. All building exteriors will eventually be remodeled as the PHA hopes to improve the look of the PHA properties.
