Regular Council Meeting <br />August 10, 2020 <br />Page 5 <br />never get to the future without remembering the past. He said he wanted to do what was best for <br />Paris. PEDC Board Member Curtis Fendley said he was on the original board in 1994. He <br />explained that initially the Paris Industrial Foundation was a group of twenty men who went <br />together and combined their resources to get industry to Paris, and from there PEDC was <br />originated. He said the business climate had changed and referenced it was very difficult to go <br />from twenty to five, and encouraged the increase from five to seven board directors. Kelli <br />Mallicote said in 2011 her company received incentives through PEDC but the process was <br />delayed several times, due to PEDC being able to get a quorum together. She encouraged <br />increasing the board from five to seven. Mayor Clifford said he was in support to increasing the <br />number from five to seven. <br />A Motion to amend the bylaws to increase the number of Directors from five to seven <br />was made by Council Member Pilgrim and seconded by Council Member Knox. Motion carried, <br />5 ayes — 2 nays, with Council Members Hughes and Savage casting the dissenting votes. <br />With regard to 15b, Mayor Clifford said this language better defines what they previously <br />approved. <br />A Motion to amend the bylaws as set out in item 15b was made by Mayor Clifford and <br />seconded by Council Member Hughes. Motion carried, 7 ayes — 0 nays. <br />16. Subject to the outcome of Item 15, discuss and appoint Chase Coleman and one other <br />person to the Paris Economic Development Corporation Board of Directors, and <br />determine whether and how to stagger the terms of the new appointees. <br />Mayor Clifford said since they increased the PEDC Board, they would need to add two <br />additional people and then asked how Council wished to proceed. Council Member Knox <br />recommended they went with the next people in line according to the points received by <br />applicants. Council Member Pilgrim said that was his thought too. Mayor Clifford said Chase <br />Coleman would be number three and Stephen Terrell would be number four. Council Member <br />Hughes said he wanted to nominate Tim Hernandez, and Mayor Clifford said that was fine. <br />Mayor Clifford asked for a vote on Chase Coleman, who received 7 votes and was appointed to <br />the PEDC Board. Next, Mayor Clifford asked for a vote on Stephen Terrell, who received 4 <br />votes. Stephen Terrell was appointed to the PEDC Board. Following a brief discussion about <br />staggering the terms, a Motion to appoint Chase Coleman to the three year term and Stephen <br />Terrell to the two-year term was made by Mayor Clifford and seconded by Council Member <br />Hughes. Motion carried, 7 ayes — 0 nays. <br />17. Discuss and provide direction to staff on moving forward with forgiving civil penalties <br />on appropriate properties. <br />City Attorney Stephanie Harris explained the process over the last several years with <br />regard to Building and Standards Commission issuing demolition orders, and assessing civil <br />penalties in the amount of $1,000 per day. She said as a result, most of the properties now have <br />civil penalties that with interest far outstrip the actual value of the property, making resale very <br />
