Item No. 19 <br />Memorandum <br />TO: Mayor & City Council <br />Grayson Path, City Manager <br />FROM: Janice Ellis, City Clerk <br />SUBJECT: REMOVE ONE MEMBER FROM THE HISTORIC PRESERVATION <br />COMMISSION AND APPOINT ONE MEMBER TO FILL THE VACANT <br />POSITION <br />DATE: September 14, 2020 <br />BACKGROUND: Policies and Procedures for Boards, Commissions, and Committees adopted <br />by City Council require that appointments be made at the second regular City Council meeting in <br />June. <br />STATUS OF ISSUE: Timothy Alexander was appointed to serve on the Historic Preservation <br />Commission on July 13, 2020. Mr. Alexander was notified via mail of his appointment, <br />including instructions about taking his oath of office. Since that time, city staff has repeatedly <br />attempted to make contact with Mr. Alexander by leaving voice messages and sending e-mails <br />with regard to the HPC scheduled meetings. Mr. Alexander has not taken his oath of office, has <br />not attended the first two HPC meetings, nor responded to e-mails or telephone calls from city <br />staff. It is our belief that Mr. Alexander does not or for some reason cannot serve on the Historic <br />Preservation Commission. City board policies require that a member attend a minimum of 75 <br />percent of all regular meeting and take the oath of office. <br />We have exhausted our list of prior applicants, but have recently received an application from <br />Jennifer Long. <br />Option 1: Continue to try to get a response from Mr. Alexander as to whether or not he wishes <br />to serve on the board to which he was appointed. <br />Option 2: Remove Mr. Alexander from the board for not complying with the city's policies, and <br />appoint Jennifer Long to fill the vacant position on the Historic Preservation Commission. <br />BUDGET: N/A <br />RECOMMENDATION: Appoint Jennifer Long to fill the vacant position on the Historic <br />Preservation Commission. <br />
