MINUTES OF THE CITY COUNCIL MEETING <br />OF THE CITY OF PARIS, TEXAS <br />August 17, 2020 <br />The City Council of the City of Paris met for a workshop session at 5:30 p.m. on <br />Monday, August 17, 2020, at the City Council Chamber, 107 E. Kaufman, Paris, Texas. <br />Present: Mayor: Steve Clifford <br />Council Members: Paula Portugal; Renae Stone; Derrick Hughes; Gary <br />Savage; Linda Knox; and Clayton Pilgrim <br />City Staff: Grayson Path, City Manager; Stephanie Harris, City <br />Attorney; Janice Ellis, City Clerk; Randy Tuttle, <br />Interim Police Chief; Kent Klinkerman, EMS <br />Director; Doug Harris, Utilities Director; Carla <br />Easton, City Engineer; M.A. Smith, Public Works <br />Director; Tom Hunt, Municipal Judge; Priscilla <br />McAnally, Library Director; and Clyde Crews, Fire <br />Marshal <br />1. Call meeting to order. <br />Mayor Clifford called the meeting to order at 5:30 p.m. <br />2. Citizens' forum. <br />No one spoke at the citizens' forum. <br />3. Discuss and provide direction on the FY 2020-2021 budget for the City of Paris. <br />City Manager Grayson Path reviewed the City's financial policy, budget priorities, <br />balance of operational funds, and the general fund revenue. He explained both the operational <br />and maintenance tax rate, as well as debt service tax, citing all were decreasing in the proposed <br />FY 20/21 Budget. Mr. Path said the proposed FY 20/21 tax rate would be the lowest tax rate for <br />at least the last five years. Mr. Path reviewed the comparisons between the property valuations <br />and the property tax rate. Next, Mr. Path explained the general fund expenditures and answered <br />questions from City Council. Mr. Path reviewed the budgets of each individual department, <br />beginning with City Council. Next, he reviewed the City Manager, City Attorney, Municipal <br />Court, City Clerk, Accounting & Auditing, Police, Fire, Code Enforcement, Community <br />Development, Main Street, Engineering, Public Works, Parks, Recreation, ROW and the Pool, <br />Streets and Highways, Traffic & Public Lighting, Garage, EMS, Airport, Paris Band, Library, <br />and IT Departments. Staff members answered questions from City Council about their <br />departments. Mr. Path went over the Water and Sewer Fund revenue; Water and Sewer fund <br />expenditures, the Warehouse, Water & Sewer Billing, Water Production, Water <br />Distribution/CIP, Sewer Maintenance/CIP, Waste Water Treatment, Lift Station, Land <br />
