Call meeting to order.
The meeting was called to order at 5:30 p.m. Members present were Scott Avery, Scott
Hearne, Ray Ball, and Zach Ebbs, with Anna Spencer and Jim Bell absent. Also, present
were Carla Easton, Jerry Richey, Brandy Ebbs.
2. Citizens' input.
No one spoke during the citizen's input.
3. Approval of minutes from May 21, 2020 regular meeting.
Scott Avery noted an incorrect date in the meeting minutes that needed to be revised. Ray
Ball moved for approval of minutes with revision, Zach Ebbs seconded. Motion passed 4-0.
4. Receive FBO report.
Jerry Richey said the airport traffic has been slow but covid-19 has not affected traffic too
much over the summer. Jerry said that David Erwin is interested in building 2 or 3 hangars,
and there may be a few others interested in building as well. He is working with them on
potential build sites. With all the rain they are trying to keep the grass down and areas
maintained.
Scott Hearne noted the process improvements made at the city and how the interest in
private hangars has increased in the last couple of years.
5. Discuss hangar rental fees/revenue.
Carla explained that this item had been requested by a previous board member in an effort
to review the current rates at Cox Field in comparison to similar size airports. She
presented a table of monthly rental rates by price per square foot of hangar space for
discussion by the board.
Jerry explained the basis of the rates based on size of door opening. Scott Avery discussed
typical wing span and significance of for door size. Scott Hearne noted that he rented a
hangar in Bonham years ago for more than the Paris hangar rates. He feels the Paris rates
are underpriced, and recommended a rate increase to be over $200 minimum.
Scott Avery advised of the rates are locked into the current leases, so rates would only
increase with new lease agreements. Carla advised that if they want to discuss and consider
a rate change it would need to be discussed on a future agenda.
