Item No. 11
TO: Mayor & City Council
Grayson Path, City Manager
FROM: Carla Easton, PE, Engineering & Community Development Director
SUBJECT: ZONING CHANGE — 3787 NW LOOP 286
DATE: September 28, 2020
BACKGROUND: Renee Harvey is requesting a change in zoning from Single Family Dwelling
District 2 (SF -2) to Commercial District (C) for the property located at 3787 NW Loop 286 in
order to allow a commercial office use. The site is approximately 3.8 acres with 250 feet of loop
frontage.
STATUS OF ISSUE: The future land use plan recommends this area for commercial, office, and
retail uses, primarily due to convenient access from Loop 286. The existing land uses in the area
include single family residential to the east and south, with wooded vacant land to the north and
highway frontage along the west property line. The existing building on the property was used for
many years by the Boys Scouts of America office.
Staff is not opposed to this zoning change, as it is consistent with the comprehensive plan and
could provide an opportunity for occupancy of a currently vacant building. Without a change in
zoning, the existing building cannot be used for anything other than single family residential,
which is not appropriate for the existing structure.
The Planning & Zoning Commission voted 5-0 to recommend approval of this zoning change.
RECOMMENDATION: Approve of a zoning change from Single Family Dwelling District 2 (SF -
2) to Commercial District (C).
