Item No. 12 <br />TO: Mayor & City Council <br />Grayson Path, City Manager <br />FROM: Carla Easton, PE, Engineering & Community Development Director <br />SUBJECT: ZONING CHANGE — 3800 BLOCK SW LOOP 286 <br />DATE: September 28, 2020 <br />BACKGROUND: Skyler Burchinal is requesting a change in zoning from Agriculture District <br />(A) to Neighborhood Services District (NS) for his property located in the 3800 Block of SW Loop <br />286 in order build a light retail development to include professional offices, retail stores, and multi- <br />family apartments. The site is approximately 5.4 acres with 240 feet of loop frontage. <br />STATUS OF ISSUE: The future land use plan recommends this site for retail use, primarily due <br />to convenient access from Loop 286. Existing land uses in the area include single family <br />residential to the north and west, with a church directly south and highway frontage on the east. <br />The proposed development of offices along the frontage with medium density residential in the <br />rear of the lot will provide an appropriate separation and transition between existing land uses. <br />Utilities are not currently available to the lot, therefore extension of both water and sewer will be <br />required with construction/platting process. Access will require a new driveway onto Loop 286, <br />which will ultimately require TxDOT approval. <br />Staff supports this zoning change request, as it is consistent with the comprehensive plan and the <br />proposed development does not pose a disruption to the surrounding land uses. <br />The Planning & Zoning Commission voted 5-0 to recommend approval of this zoning change. <br />RECOMMENDATION: Approve of a zoning change from Agriculture (A) to Neighborhood <br />Services (NS). <br />
