Item Nos. 14 & 15 <br />TO: Mayor & City Council <br />Grayson Path, City Manager <br />FROM: Carla Easton, PE, Engineering & Community Development Director <br />SUBJECT: ZONING CHANGE —1629 & 1639 PINE BLUFF <br />DATE: September 28, 2020 <br />BACKGROUND: Brian Scott and Mike Davidson are requesting a change in zoning from Two <br />Family Dwelling District (2F) to Four Family Dwelling District (417) for the properties located at <br />1629 and 1639 Pine Bluff Street. The property is located at the corner of Pine Bluff and 17th NE. <br />They intend to combine the two lots in order to build a quadplex. <br />STATUS OF ISSUE: The future land use plan recommends low density residential use for this <br />property. Existing land uses in the area include single family residential, laundromat, florist, <br />cemetery and hair salon. The current zoning is 2F and Neighborhood Services. <br />The proposed zoning change does not conform to the future land use plan, however the existing <br />zoning for the entire area is 2F so medium density residential is not far from what is already <br />allowed outright. The lot appears to be of adequate size to accommodate a mid-size building with <br />appropriate parking if oriented to face 17th NE, which is across from an existing laundromat. <br />These properties have not yet been combined, and were presented as two separate zoning cases. <br />As such, one memo is prepared for the two cases, but individual action should be taken on each <br />lot, and the development requires approval of both lots in order to proceed. <br />The Planning & Zoning Commission voted 5-0 to recommend approval of this zoning change. <br />RECOMMENDATION: Approve of a zoning change from Two Family Dwelling District (2F) to <br />Four Family Dwelling District (417). <br />
