Motion carried 5-0. <br />5. Public hearing to consider and take action regarding the petition of Skyler Burchinal for <br />a change in zoning from an Agricultural District (A) to a Neighborhood Service District <br />(NS), in the City of Paris, Block 329, Lot 5B, LCAD 18881, located in the 3800 Block of <br />SW Loop 286. <br />Easton states that existing land uses in the area include single family residential to the <br />north and west, with a church directly south and highway frontage on the east. The <br />proposed development is for offices along the frontage with medium density residential <br />in the rear of the lot. Utilities are not currently available to the lot; therefore, extension of <br />both water and sewer will be required with platting and construction process. Access will <br />require a new driveway onto Loop 286, which will ultimately require TX DOT approval. <br />Staff supports this zoning change request, as it is consistent with the comprehensive plan <br />and the proposed development does not pose a disruption to the surrounding land uses. <br />Public hearing was declared open. <br />Skyler Burchinal, 132 CR 3310, Brookston, TX spoke in favor this item. <br />Gary Bridgers, 4010 Sage Trail, spoke in opposition of this item stating he would like to <br />keep the neighborhood quiet. He states there is a lot of flooding to his neighbors and <br />wants to know if development would increase flooding. <br />Public hearing was declared closed. <br />
