ORDINANCE NO. 2020-051 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, AMENDING SECTION 7-18 OF ARTICLE II, BUILDING CODE, CHAPTER 7, BUILDINGS AND BUILDING REGULATIONS OF THE CODE OF ORDINANCES OF THE CITY OF PARIS, TEXAS TO REVISE THE LOCAL AMENDMENTS TO THE 2015 INTERNATIONAL BUILDING CODE, AND THE 2015 INTERNATIONAL RESIDENTIAL CODE; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; PROVIDING A REPEALER CLAUSE, A SEVERABILITY CLAUSE, A SAVINGS CLAUSE, A PENALTY CLAUSE; AND DECLARING AN EFFECTIVE DATE. WHEREAS, the City of Paris has previously adopted the 2015 International Building Code, the 2015 International Existing Building Code, the 2015 International Residential Code, and the 2014 National Electrical Code by Ordinance 2017-026; and WHEREAS, in said Ordinance 2017-026 the City adopted local amendments to said codes; and WHEREAS, city staff appointed a committee of local builders, developers, engineers, and tradesmen (the "Building Review Committee") to review said local amendments to help determine which of said amendments as they have been applied in practice are appropriate for the City of Paris and which amendments are not; and WHEREAS, said committee and staff have made recommendations to revise and amend the local amendments to the 2015 International Building Code and the 2015 International Residential Code; and WHEREAS, the Building Review Committee hereby recommends that the 2015 International Building Code, the 2015 International Existing Building Code, the 2015 International Residential Code and the 2014 National Electrical Code as the best uniform building and electrical codes to provide uniform guidelines and regulations for all property, buildings and structures by providing the standards for supplied utilities and facilities and other physical things and conditions essential to ensure that structures are safe, sanitary and fit for occupation and use and the condemnation of buildings and structures unfit for human occupancy and use and the demolition of such structures in the City of Paris, Texas, and that it is in the best interest of the health and safety of the citizens of the City of Paris, Texas to revise the local amendments recommended by the committee; and, WHEREAS, the City Council deems it to be in the best interest of the City of Paris and its citizens to amend the local amendments to the 2015 International Building Code, 2015 International Existing Building Code, and the 2015 International Residential Code as set forth below.
