Item No. 15 <br />Memorandum <br />TO: Mayor & City Council <br />FROM: Grayson Path, City Manager <br />SUBJECT: ZONING CHANGE — 650 261h NE <br />DATE: October 26, 2020 <br />BACKGROUND: Skyler Burchinal, on behalf of Lance Downs, is requesting a change in zoning <br />from Single Family Dwelling District 2 (SF -2) to Two Family Dwelling District (2F) for his <br />property located at 650 26th NE. Mr. Burchinal proposes to subdivide the property in order develop <br />it as a residential street for single and two-family homes. The site is approximately 7.5 acres. <br />STATUS OF ISSUE: The future land use plan for this site recommends a split use, with low <br />density residential on the north and medium density residential on the south. Single family and <br />duplex development is ideal for this location, according to the plan. <br />Existing land uses in the area include single family residential to the north and west, with a church <br />and storage facility to the east and southeast, and additional single family and duplex residential <br />to the south along 26th NE. Water and sewer utility extensions would be required at time of the <br />subdivision. <br />The zoning change request complies with the recommendations in the comprehensive plan, and <br />staff supports this zoning change. <br />A number of residents spoke in opposition of this change at the October 5th Planning & Zoning <br />meeting, however the Commission voted 7-0 to approve of this zoning change. <br />RECOMMENDATION: Approve of a zoning change from Single Family Dwelling District 2 (SF - <br />2) to Two Family Dwelling District (2F). <br />
