For the subsequent transfer of real property acquired or improved <br />under the applicable activity, grant, or program; and <br />b. For the construction or use of, or access to, space on, over, or under <br />real property acquired or improved under the applicable activity, grant, <br />or program. <br />e. It will provide for such methods of administration for the program as are found <br />by the Secretary to give reasonable guarantee that it, other recipients, sub - <br />recipients, sub -grantees, contractors, subcontractors, consultants, transferees, <br />successors in interest, and other participants of Federal financial assistance <br />under such program will comply with all requirements imposed or pursuant to <br />the acts, the regulations, and this assurance. <br />f. It agrees that the United States has a right to seek judicial enforcement with <br />regard to any matter arising under the acts, the regulations, and this assurance. <br />10. Foreign Market Restrictions. <br />It will not allow funds provided under this Grant to be used to fund any activity that uses <br />any product or service of a foreign country during the period in which such foreign <br />country is listed by the United States Trade Representative as denying fair and equitable <br />market opportunities for products and suppliers of the United States in procurement and <br />construction. <br />11. Acquisition Thresholds. <br />The FAA deems equipment to mean tangible personal property having a useful life <br />greater than one year and a per-unit acquisition cost equal to or greater than $5,000. <br />Procurements by micro -purchase means the acquisition of goods or services for which <br />the aggregate dollar amount does not exceed $10,000. Procurement by small purchase <br />procedures means those relatively simple and informal procurement methods for <br />securing goods or services that do not exceed the $250,000 threshold for simplified <br />acquisitions. <br />Page 14 of 14 <br />
