<br />RESOLUTION NO. 89-120 <br /> <br />WHEREAS, the Texas Community Development Program of the <br />Texas Department of Commerce is administering a <br />Planning/Capacity Building Fund; and, <br /> <br />WHEREAS, Paris Junior College, Paris, Texas, has <br />requested the City of Paris to pursue funding for the purpose <br />of a feasibility study for a business incubator project in <br />the Enterprise Zone of the City of Paris; and, <br /> <br />WHEREAS, the City Council of the City of Paris deems it <br />to be in the best interest of the citizens of Paris to seek <br />such assistance and to cooperate with the Paris Junior <br />College in said project; and, <br /> <br />WHEREAS, an application for such grant assistance in an <br />amount which would be determined after bid letting, of which <br />20% of the grant will require matching funds to be funded by <br />Paris Junior College, should be made; NOW, THEREFORE, <br /> <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS: <br /> <br />1. That an application be made to the Texas Community <br />Development Program of the Texas Department of Commerce for a <br />Planning/Capacity Building Fund Grant in an amount which <br />would be determined after bid letting, of which 20/0 of the <br />grant will require matching funds to be funded by Paris <br />Junior College, for the purpose of a feasibility study for <br />a business incubator project in the Enterprise Zone of the <br />City of Paris. <br /> <br />2. That Michael E. Malone, City Manager of the City of <br />Paris, be, and he is hereby appointed as the Authorized <br />Official of said project and is authorized and directed to <br />execute on behalf of the City of Paris the application for <br />grant in the form attached hereto as Exhibit A. <br /> <br />3. That Sue Smith, be, and she is hereby appointed as <br />Project Director and is hereby authorized to execute and <br />deliver on behalf of the City of Paris all reports, <br />communications, assurances and documents necessary for the <br />completion of said project. <br /> <br />4. That W. E. Anderson, Director of Finance, be, and <br />he is hereby authorized and directed to serve as the <br />Financial Officer for said project and to receive and <br />distribute funds for purposes of the feasibility study for a <br />business incubator project in the Enterprise Zone of the City <br />of Paris. <br /> <br />Passed and adopted this 18th day of September, 1989. <br /> <br />ATTEST: <br /> <br />~ <br />Eric S.
