Regular Council Meeting <br />October 26, 2020 <br />Page 4 <br />Mr. Path said Skyler Burchinal was a requesting a zoning change for the purpose of <br />subdividing the property developing it as a residential street for single and two-family homes. <br />He also said that the Planning and Zoning Commission unanimously approved this zoning <br />change, and staff recommended approval. <br />Mayor Clifford opened the public hearing and asked for anyone wishing to speak in <br />support or opposition of this zoning change, to please come forward. Skyler Burchinal spoke in <br />support and said he was hired as the contractor. He said the owner wants to put in a street and <br />add on to 26th Street and come off 25th Street. He said they were going to work with the engineers <br />with regard to water retention, drainage, sewer and electrical lines, <br />Mr. Burchinal said the plan was for twenty-seven lots, which included multiple family <br />structures and to intermingle with some single-family dwellings. He said since the last meeting, <br />he met with the neighborhood and he, the owner, and the neighborhood had come to an <br />agreement. He said he would be building an eight foot privacy fence down their side to block <br />noise, he would have a set back off the fence line of fifty feet with regard has to how far to build, <br />that they agreed all of the residences would be single story and all of the materials would be <br />brick. Mr. Burchinal said they were trying to do their best to work with the neighborhood. <br />Kathy Jackson, 2540 Ridgeview, she said her property backs up to Skyler's and she <br />initially opposed the change but based on what he told them he was going to do, she no longer <br />opposed it. Donna James, 2620 Ridgeview, she said she was disappointed with the decision of <br />the Planning and Zoning Commission but after the meeting, Skyler met with the neighbors for an <br />hour. With what Skyler told them he was going to do, she said she was supportive. With no one <br />else speaking, Mayor Clifford closed the public hearing. <br />Council Member Stone said she appreciated Skyler in working with the community. <br />Council Member Knox commended Sklyer. Council Member Portugal said initially her <br />constituents were upset but after meeting with Skyler, they were happy and she was pleased with <br />him meeting with the neighbors. Council Member Savage said this was awesome. <br />A Motion to approve this item was made by Council Member Savage and seconded by <br />Council Members Portugal and Pilgrim. Motion carried, 6 ayes — 0 nays. <br />16. Conduct a public hearing, discuss and act on ORDINANCE NO. 2020-057: AN <br />ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, <br />AMENDING ZONING ORDINANCE NO. 1710 OF THE CITY OF PARIS, TEXAS, <br />AS HERETOFORE AMENDED, BY AMENDING SECTION 8, "USE OF LAND AND <br />BUILDINGS;" BY AMENDING SECTION 12, "SPECIFIC USE PERMITS;" BY <br />AMENDING SECTION 22, "GENERAL DEFINITIONS;" PROVIDING A REPEALER <br />CLAUSE, PROVIDING A SEVERABILITY CLAUSE, PROVIDING A SAVINGS <br />CLAUSE, PROVIDING A PENALTY CLAUSE; AND PROVIDING AN EFFECTIVE <br />DATE. <br />Mr. Path explained that the current zoning ordinance does not contain language that <br />differentiates between a vehicle storage lot and a wrecking yard.
