Regular Council Meeting <br />October 26, 2020 <br />Page 5 <br />with Chapter 35, he said staff recommends that the zoning ordinance be amended to include a <br />new definition for vehicle storage facility, as well as to assign the appropriate districts in which <br />this land use will be permitted. Mr. Path further explained this amendment would be adding <br />Towing and Vehicle Storage Lot as a new land use, and amending Section 8-105 to allow this <br />use in the Commercial Districts by SUP, and outright in Light Industrial and Heavy Industrial <br />Districts. <br />Mayor Clifford opened the public hearing and asked for anyone wishing to speak in <br />support or opposition of this zoning change, to please come forward. With no one speaking, <br />Mayor Clifford closed the public hearing. <br />A Motion to approve this item was made by Council Member Pilgrim and seconded by <br />Council Member Portugal. Motion carried, 6 ayes — 0 nays. <br />17. Discuss and act on the TxDOT CARES Act Airport Grant Agreement for the City of <br />Paris Municipal Airport, in the amount of $69,000.00; and authorize the City manager to <br />execute all necessary documents. <br />Mr. Path reported that the City of Paris Municipal Airport had been allocated $69,000.00 <br />through the CARES Funding to assist it with airport -related expenditures related to operational, <br />inventory, personnel, capital, and outlay. He said the plan was to obtain the funds in the next <br />few months and use for capital improvements at the Airport. <br />A Motion to approve this item was made by Council Member Portugal and seconded by <br />Council Member Knox. Motion carried, 6 ayes — 0 nays. <br />18. Consider all matters incident and related to the issuance and sale of the City of Paris, <br />Texas Tax Note, Series 2020, including the adoption of ORDINANCE NO. 2020-058: <br />AUTHORIZING THE ISSUANCE OF SUCH NOTE AND ENACTING OTHER <br />PROVISIONS RELATED THERETO. <br />Finance Director Gene Anderson said Mark McLiney with SAMCO was going to give <br />the City Council a brief presentation on this item, as well as item 20. <br />A Motion to move item 20 up on the agenda was made by Mayor Clifford and seconded <br />by Council Member Portugal. Motion carried, 6 ayes — 0 nays. <br />Mark McLiney said four institutions bid on the tax notes and the bond refunding, with <br />local bank Liberty National Bank coming in with the winning bids. Mr. McLiney presented <br />details about the results, including interest rates, prior debt, refunding, savings, present value, <br />and the final costs. He also presented a timetable of events.
