ORDINANCE NO. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, ISSUING A LICENSE TO SHATARA MOORE FOR STOP N DROP TRANSPORTATION, LLC TO OPERATE A VEHICLE FOR HIRE BUSINESS ON THE PUBLIC STREETS OF THE CITY OF PARIS, TEXAS; FINDING A PUBLIC NECESSITY AND CONVENIENCE FOR ISSUANCE OF SAID LICENSE; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND DECLARING AN EFFECTIVE DATE. WHEREAS, Shatara Moore, owner of Stop N Drop Transportation, LLC has filed application with the City of Paris to operate a Vehicle for Hire ("VFH") business in the city limits of the City of Paris, Texas; and, WHEREAS, city staff, having reviewed the application, insurance certificates and driving record of the applicant hereby recommends that a license to operate a VFH business in the city limits of the City of Paris be issued to Shatara Moore effective January 1, 2021; and WHEREAS, the City Council of the City of Paris, Texas hereby finds and determines that the application satisfies the requirements of the City Charter and Chapter 33, "Vehicles for Hire," of the City of Paris Code of Ordinances for issuance of a license to operate a VFH business, and further finds and determines that the applicant has made the requisite showing of public necessity and convenience for said taxicab business. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS: Section 1. That the findings set out in the preamble to this ordinance are hereby in all things approved. Section 2. That by a two-thirds (2/3) majority vote of the City Council of the City of Paris, the City Council has found that public necessity and convenience require that a license be issued to Shatara Moore owner of Stop N Drop Transportation, LLC. ("Licensee") to operate a Vehicle for Hire (VFH") business on the public streets of the City of Paris, Texas for a term effective January 1, 2021, and ending December 31, 2021. Section 3. That the right, privilege, and grant herein contained shall not be transferred or assigned by Licensee without first obtaining the formal action and written consent of the City Council of the City of Paris, and any attempted assignment or transfer of said rights and privileges by the Licensee without first obtaining such consent and permission from the City Council of the City of Paris shall operate, ipso facto, as a termination of the rights, privileges, and grant herein contained.
