Grayson Path states that Baysweep Properties owns approximately 0.258 acres at the <br />corner of Lamar Avenue and 31 st SE, and they are requesting a change in zoning from <br />SF -2 to an Office District. This property was previously used as residential but it has <br />been vacant for some time now. The owner proposes to have three small client based <br />offices at this location. The future land use plan recommends a retail use for this <br />property. There were two zoning input forms returned that are opposed to this change. <br />Staff has met with the applicant and the zoning change request is moving toward <br />recommendations of the comprehensive plan. Staff is in support of this zoning change. <br />A Motion was made to approve this item by Clifton Fendley, seconded by Sims Norment. <br />Motion carried 7-0. <br />5. Public hearing to consider and take action regarding the petition of The Crist & <br />Elizabeth Pshigoda Memorial Foundation on behalf of MKelsey Gibbs & Kathie Gibbs <br />for a change in zoning from a Planned Development District (PD -a) to a Multiple -Family <br />District No. I (MF -1), in the City of Paris, Block 188-E, Lot 23, Part of LCAD 109655, <br />located in the 2800 Block of Jefferson Rd at Collegiate Dr. <br />Grayson Path states The Pshigoda Foundation attempted to do a zoning change on the <br />north part of town but ended up not being successful. They are now requesting a zoning <br />change near the Paris High School. They have a contract to buy part of the property, <br />which is contingent upon the zoning change. Their goal is to have approximately 75-80 <br />senior citizen one-story apartments. The future land use plan recommends this area for <br />Public Lands & Institutes, which consists of government properties and schools. Given <br />the nature of adjacent developments along this section of Collegiate Drive, a senior living <br />apartment complex would provide a good transition into the surrounding area. Staff <br />recommends approval. <br />A Motion was made to approve this item by Sims Norment, seconded by Clifton Fendley. <br />Motion carried 7-0. <br />6. Consideration of and action on the Preliminary Plat of Lot 1, BlockA of the Asay <br />Properties Addition CB 253B, LCAD Property ID 18086, located at 2126 E Polk. <br />Grayson Path states that water, sewer is available to this site, and easements exist. This <br />property is 59.8' in width and our minimum area regulations call for a 60' width; <br />
