Item No. 7
TO: Mayor & City Council
Grayson Path, City Manager
FROM: Gene Anderson, Finance Director
SUBJECT: SOFTWARE SERVICE AGREEMENT
DATE: January 11, 2021
BACKGROUND: Sensus USA, Inc. is the manufacturer of the hardware and software the City
uses in connection with its "radio read" water meters. Sensus will no longer support this software
as long as it is on the City servers. Sensus is requiring that the City billing software (STW/Open
Gov) access their software in the Sensus cloud. We are also having to upgrade our base station
hardware. Sensus' motivation for this move is that it eases their access to the software for
maintenance and support purposes. Currently, they can only access the software by requesting
permission from the City and the City giving them temporary ability to access the relevant City
server. On the plus side for the City, it removes all data storage issues for the City which will take
a burden off the IT department.
STATUS OF ISSUE: The City has reviewed the new Sensus agreement which spells out this
arrangement. The staff recommends approval of the agreement with Sensus.
BUDGET: The cost of this software transition and hardware upgrade will be $57,215. Funds to
cover this expense is located in the Water Billing Office budget.
RECOMMENDATION: Motion to approve the Sensus agreement.
