<br />PART IV <br />PROGRAM NARRATIVE <br /> <br />AIRPORT MASTER PLAN <br />COX FIELD <br />PARIS, TEXAS <br /> <br />1. Oblective: The purpose of this project is to prepare an Airport Master <br />Plan, modified for local conditions, to guide in the development of Cox <br />Field, Paris, Texas. The specific objectives of the study are: (1) to <br />prepare forecasts of based qircraft, aircraft operations, and passen- <br />gers; (2) to determine the facilities required over the plan period to <br />meet the aviation demands of the area; (3) to determine the monetary <br />requirements for necessary improvements to airport facilities; and (4) to <br />determine measures necessary to ensure the compatabi1ity of the airport <br />with the surrounding community. As part of the Master Plan, a complete <br />Environmental Assessment will be performed followed by a public hearing <br />to consider the economic, social and environmental effects of airport <br />development. <br /> <br />2. Benefits Anticipated: Adequate information. upon which to evaluate air- <br />port development alternatives is not now available. The results of this <br />planning study will enable the City to determine the current and future <br />aviation demand at the airport and guide development of facilities, by <br />phase, to safely meet these demand~ most economically and with respect to <br />current FAA development criteria and standards. <br /> <br />Our original Airport Master Plan was developed in 1972, and is now <br />out-of-date. Since that time, there have been significant changes in <br />F.A.A. design criteria and policy and significant changes in the <br />. character of aviation throughout the Country. The City has been <br />successful in our efforts to maintain industrial growth and aircraft <br />operations by businesses appear to be above average. Currently, the <br />airport has approximately 40 based aircraft, with an estimated 22,000 <br />annual operations. <br /> <br />3. Prolect Approach: (See detailed Scope of Services, attached.) <br /> <br />4. Geoqraphical Location: The airport is located approximately five miles <br />to the east of the City of Paris in Lamar County, Texas. <br /> <br />5. Force Accounts: This study will be accomplished entirely by consultant <br />services. No force account work will be performed. <br /> <br />6. Sponsor's Representative: Earl Smith, City Engineer of Paris at <br />214-785-7511, shall be the City's representative for this project. <br />
