Item No. 7 <br />TO: Mayor & City Council <br />FROM: Michael Smith, Public Works Director <br />SUBJECT: 171h SE Street Improvements Construction Contract Close -Out <br />DATE: February 8, 2021 <br />BACKGROUND: <br />The 17"' Street Improvements Contract was approved in May 2017. It included full depth <br />rehabilitation of 17th SE from Lamar to Clarksville, along with new storm drain improvements and <br />a new mill and overlay on 17th SE from Pine Bluff to Lamar. KSA Engineering completed the <br />construction drawings for the project. Bids were received on October 18, 2018. At the November <br />12, 2018 council meeting, city council awarded the bid to Pavecon Public Works, LP in an amount <br />not to exceed $2,200,000. <br />STATUS OF ISSUE: <br />Pavecon Public Works LP has completed all work orders under this contract and requests release <br />of retainage upon acceptance by city council. The original contract amount was $2,111,753.36. <br />Final billing for all work under this contract is $2,111,753.36. Progress payments have been made <br />in accordance with contract documents. The only remaining payment is for the retained amount <br />of $105,587.67. There was a change order in the amount of $39,213.00, but given we had portions <br />of the contract that went under, there was a net $0.00 change to the contract price itself. <br />KSA Engineering has reviewed the project, final punch list items, pay applications, etc. and has <br />recommended approval to close out this project and pay out the retainage. <br />The original contract time was a 12 -month contract with a notice to proceed date of February 21, <br />2019, with the substantial completion date of February 21, 2020. Due to utility poles needing to <br />be moved, contractor was delayed and could not start until June 27, 2019. This was of no fault of <br />contractor. This pushed the final completion date to June 26, 2020, and the substantial completion <br />was filed on May 27, 2020 which was in compliance with this transitioned completion date. <br />
