Appropriateness as presented, with the caveat that Mr. Faber receive new design <br />rendering and bring it back to the commission along with a request for a fagade grant <br />to assist with the cost. The motion was seconded by Commissioner Caffey, motion <br />carried. <br />C. 140 NE 1St ST- Window installation and fence addition. Applicant: Gary Malone. <br />Mr Malone has purchased the property, and the windows were boarded up. His <br />application included installing new windows in the front of the property. He is asking <br />for aluminum display windows. The windows will have two or three divides, and glass <br />He will also be fencing the property with a square tubing along the property lines. The <br />fence will meet the design standards. Commissioner Coyle made the motion to <br />approve the certificate of appropriateness as presented in regards to fencing, with the <br />condition that the applicant meet with the historic preservation officer to select the <br />appropriate glass. <br />4. Mr. Burchinal was not in attendance to present the Rent One, LLC Certificate of <br />Appropriateness for 829 S. Main, 9 single family units. Commissioner Vandiver made a <br />motion to table the application and Commissioner Emmite seconded the motion. <br />Commissioner Caffey asked to represent the application as his designate as he couldn't <br />get his building permits without the COA approval. Ms. Bedford called Skyler Burchinal <br />to verify it would be OK to for Commissioner Caffey to represent his project since she <br />was the architect. A motion was made to recuse Commissioner Caffey to present the <br />project by Commissioner Vandiver and seconded by Commissioner Emmite, motion <br />carried. <br />Ms. Caffey represented Mr. Burchinal, contractor for the property owners of 829 <br />S. Main. She explained the context of the housing in the area include large homes, <br />midcentury homes, and multifamily apartments. The owners are including materials that <br />are compatible with the materials in the area including wooden siding and dormers. Ms. <br />Caffey said the intention was to make the apartment look like a large house, with a <br />dormer over the main entrance. Chairman Dux noted the structure is a single story amidst <br />several two story houses. Commissioners noted there will be pretreated fencing, but that <br />can be approved in house as long as it meets the fencing standards. Commissioner Coyle <br />makes a made a motion to approve the design as presented, seconded by Commissioner <br />Long, motion carried. <br />A motion was made to bring Ms. Caffey back to the commission by Commissioner <br />Emmite. <br />5. Mr. Malone requested a 50% matching grant up to $2500 for replacement windows. <br />Motion made to approve the grant request by Commissioner Emmite, seconded by <br />Commissioner Coyle. Motion carried. <br />6. Ms. Bedford reviewed minor certificates of appropriateness, and informed the <br />commission the Survey phase 2 would be going to City Council for approval on Monday <br />December 14. <br />7. Commissioner Vandiver was elected Secretary for the commission. <br />8. Hearing no other items the commission adjourned at 5:50 p.m. <br />
