<br />continuation page 15a <br />(Part IV - Program Narrative) <br /> <br />Objectives and Need for this Assistance: <br /> <br />Having realized our primary objective through the previous award of TNCP funds, <br />"to mobilize a task force of full time personnel with the necessary <br />funds to procure evidence and information . . . apprehension of those <br />illegally producing, possessing,reor transferring controlled substances <br />within. . . Red River, Lamar (Cos.) . . . City of Paris. . ." <br />our present objective is to continue, accelerate and expand the existing operation. <br /> <br />Prior to the Regional Controlled Substance Apprehension Program taking effect <br />there was an uncoordinated effort attempting to deal with narcotics traffic in this <br />area, given the transient nature of narcotics traffickers, as well as understaffing <br />and underbudgeting among the area law enforcement agencies. <br /> <br />Since the Paris Task Force was formed and a multi-jurisdictional effort has taken <br />course, there has been a dramatic increase in the number of felony cases filed, <br />marijuana eradication and seizures of clandestine labs. It is too early to produce <br />comparative figures that will reflect the impact of Task Force activities, but we <br />predict they will be substantial. We expect more than 100 felony indictments next <br />month as the result of the Task Force. These were delayed partly because of lengthy <br />involvement of prosecutors in several capital murder cases this year, but served to <br />protect the identity of Task Force members for an extended period. <br /> <br />We perceive the need to expand our territory, not only to protect our members' identity, <br />but to obtain additional District Attorney contracts to insure continued operation <br />through greater program income. We have no doubt that the instances of eradication <br />efforts, lab seizures and felony indictments will escalate, since the initial phases <br />of our present grant period were organizational, we reached our full complement of <br />people mid-March, and only since about June have operated in full gear. <br /> <br />We do not, for the purpose of this application, seek to address our expansion need. <br />We feel that it will follow at a later date, with CJD approval. <br /> <br />For the purpose of this application, we seek to continue. <br /> <br />And only by.continuing shall we expand. The recognition of the Paris Task Force as <br />an effective organization by other area agencies has brought demonstrated interest <br />from Hopkins, Titus and Franklin Counties Sheriff's Offices, and the Cities of Sulphur <br />Springs, Mt. Pleasant and Mt. Vernon Police Departments. Hopkins County and the City <br />of Sulphur Springs have already expressed their interest to participate through Sep- <br />tember 30, 1989 with personnel, vehicles and expenses at their own cost. <br /> <br />Results or Benefits Expected: <br /> <br />We expect to penetrate a wider area with intensified activity in the areas of felony <br />indictments, marijuana eradication and seizures of clandestine labs, in addition to <br />intensifying activity in our present area of operation. Our probable association with <br />other area agencies (see attached map) will enable us to directlyiimpact a greater <br />area. Through those associations and additional manpower and through the alliances <br />we have established with other drug enforcement agencies (Department of Public Safety <br />Narcotics Service, U.S. Drug Enforcement Administration), we will coordinate intensi- <br />fied activities.
