8. Conduct a public hearing, discuss and consider all matters incident and related to the issuance and sale of the City of Paris, Texas Combination Tax and Surplus Revenue Certificates of Obligation, Series 2021, including the adoption of an Ordinance authorizing the issuance of such Certificates, approving an Official Statement, a Paying Agent/Registrar Agreement and an engagement letter of Bond Counsel. 9. Conduct a public hearing, discuss and possibly act on a Resolution adopting guidelines and criteria for the residential tax abatement agreement program. 10. Discuss and act on an Ordinance extending the Mayor's Declaration of Local Disaster for Public Health Emergency and Order dated March 19, 2020, as extended by Resolution No. 2020-011 and by Ordinances Nos. 2020-014, 2020-017, 2020-023, 2020-030, 2020- 035 and 2021-001 for an additional ninety (90) days, or until July 24, 2021. 11. Discuss and act to authorize a contract in the amount of $15,500.00 with Allison, Bass & McGee, L.L.P. to perform redistricting services related to the 2020 U.S. Census. 12. Discuss and provide direction to staff regarding a loan from the City to the Paris Economic Development Corporation. 13. Discuss and act on a request for a thirty (30) day extension of the J.C. Miles Subdivision Plat for review by the Planning and Zoning Commission. 14. Receive presentation regarding the progress and statistics of the Covid-19 vaccine clinic. 15. Discuss and act on extending the Families First Coronavirus Relief Act (FFCRA) CoVid- 19 sick leave program. 16. Convene into executive session pursuant to A. Section 551.087 of the Texas Government Code, (1) to discuss or deliberate regarding commercial or financial information that the governmental body has received from a business prospect that the governmental body seeks to have locate, stay, or expand in or near the territory of the governmental body and with which the governmental body is conducting economic development negotiations; or (2) to deliberate the offer of a financial or other incentive to a business prospect described by Subdivision (1), as follows: First National Bank Building and associated properties. B. Section 551.071 of the Texas Government Code, Consultation with Attorney, to receive legal advice from the City Attorney about (1) pending or contemplated litigation and/or (2) on matters in which the duty of an attorney to her client under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflict with this chapter. 17. Reconvene into open session and possibly take action on those matters discussed in Executive Session. 18. Consider and approve future events for City Council and/or City Staff pursuant to Resolution No. 2004-081.
