8. Conduct a public hearing, discuss and consider all matters incident and related to the <br />issuance and sale of the City of Paris, Texas Combination Tax and Surplus Revenue <br />Certificates of Obligation, Series 2021, including the adoption of an Ordinance <br />authorizing the issuance of such Certificates, approving an Official Statement, a Paying <br />Agent/Registrar Agreement and an engagement letter of Bond Counsel. <br />9. Conduct a public hearing, discuss and possibly act on a Resolution adopting guidelines <br />and criteria for the residential tax abatement agreement program. <br />10. Discuss and act on an Ordinance extending the Mayor's Declaration of Local Disaster for <br />Public Health Emergency and Order dated March 19, 2020, as extended by Resolution <br />No. 2020-011 and by Ordinances Nos. 2020-014, 2020-017, 2020-023, 2020-030, 2020- <br />035 and 2021-001 for an additional ninety (90) days, or until July 24, 2021. <br />11. Discuss and act to authorize a contract in the amount of $15,500.00 with Allison, Bass & <br />McGee, L.L.P. to perform redistricting services related to the 2020 U.S. Census. <br />12. Discuss and provide direction to staff regarding a loan from the City to the Paris <br />Economic Development Corporation. <br />13. Discuss and act on a request for a thirty (30) day extension of the J.C. Miles Subdivision <br />Plat for review by the Planning and Zoning Commission. <br />14. Receive presentation regarding the progress and statistics of the Covid-19 vaccine clinic. <br />15. Discuss and act on extending the Families First Coronavirus Relief Act (FFCRA) CoVid- <br />19 sick leave program. <br />16. Convene into executive session pursuant to <br />A. Section 551.087 of the Texas Government Code, (1) to discuss or deliberate <br />regarding commercial or financial information that the governmental body has <br />received from a business prospect that the governmental body seeks to have <br />locate, stay, or expand in or near the territory of the governmental body and with <br />which the governmental body is conducting economic development negotiations; <br />or (2) to deliberate the offer of a financial or other incentive to a business prospect <br />described by Subdivision (1), as follows: First National Bank Building and <br />associated properties. <br />B. Section 551.071 of the Texas Government Code, Consultation with Attorney, to receive <br />legal advice from the City Attorney about (1) pending or contemplated litigation and/or <br />(2) on matters in which the duty of an attorney to her client under the Texas Disciplinary <br />Rules of Professional Conduct of the State Bar of Texas clearly conflict with this chapter. <br />17. Reconvene into open session and possibly take action on those matters discussed in <br />Executive Session. <br />18. Consider and approve future events for City Council and/or City Staff pursuant to <br />Resolution No. 2004-081. <br />
