REGULAR MEETING MINUTES HISTORIC PRESERVATION COMMISSION 107 E KAUFMAN ST PARIS TEXAS 75460 Present Chris Dux, Chairman Laura Caffey, Vice Chair Linda Vandiver, Secretary Glee Emmite Ryan Matthews Matt Coyle Jennifer Lona Staff Cheri Bedford, Staff Liaison Grayson Path, City Manager Absent Linda Knox, Council Liaison Chairman Dux called the meeting to order at 4:00 p.m. The February 10, 2021 meeting minutes were approved by acclamation. A motion was made by Commissioner Long to table the Certificate of Appropriateness application for 10 N. Plaza due to discovery of an additional parapet wall added to the front facade that was not permitted or reviewed. The motion was seconded by Commissioner Caffey, motion carried. The commission agreed to reschedule a special meeting on March 22, 2021 with the receipt of a revised Certificate of Appropriateness application in regards to the addition of parapet wall. The commission reviewed a list of ideas on how a commission could do education and outreach. Commissioner Vandiver has offered to take the lead on a sub -committee to discuss education and outreach. Commissioner Vandiver and Commissioner Caffey offered to be on the committee. The commission reviewed an update to the current Certificate of Appropriateness application prepared by Cheri Bedford. Ms. Bedford added the section of the City of Paris historic preservation ordinance and the Secretary of Interior Standards as cover pages. This addition is an effort to better inform applicants of the criteria for approval. Commissioner Vandiver made a motion begin using the new Certificate of Appropriateness with the changes and Commissioner Matthews seconded, motion carried. Commissioner Vandiver made a motion to un -table the Certificate of Appropriateness application of 10 N. Plaza for discussion with City Manager on the permit process for the City of Paris and steps taken before applications come to the commission for approval. In the case of 10 N. Plaza the commission had concerns on the soundness of the addition of bricks to the parapet wall and whether or not is was structurally safe before they reviewed the revised application. Mr. Path said staff will discuss this in house before the next commission meeting. Commissioner Matthews made a motion to retable the Certificate of Appropriateness for 10 N. Plaza. The motion was seconded by Commissioner Emmite, motion carried. No future agenda items were added. Ms. Bedford asked the commission if they would want alternates. The commission agreed they
