REGULAR MEETING MINUTES <br />HISTORIC PRESERVATION COMMISSION <br />107 E KAUFMAN ST <br />PARIS TEXAS 75460 <br />Present <br />Chris Dux, Chairman <br />Laura Caffey, Vice Chair <br />Linda Vandiver, Secretary <br />Glee Emmite <br />Ryan Matthews <br />Matt Coyle <br />Jennifer Lona <br />Staff <br />Cheri Bedford, Staff Liaison <br />Grayson Path, City Manager <br />Absent <br />Linda Knox, Council Liaison <br />Chairman Dux called the meeting to order at 4:00 p.m. <br />The February 10, 2021 meeting minutes were approved by acclamation. <br />A motion was made by Commissioner Long to table the Certificate of Appropriateness <br />application for 10 N. Plaza due to discovery of an additional parapet wall added to the front <br />facade that was not permitted or reviewed. The motion was seconded by Commissioner Caffey, <br />motion carried. <br />The commission agreed to reschedule a special meeting on March 22, 2021 with the receipt of a <br />revised Certificate of Appropriateness application in regards to the addition of parapet wall. <br />The commission reviewed a list of ideas on how a commission could do education and outreach. <br />Commissioner Vandiver has offered to take the lead on a sub -committee to discuss education and <br />outreach. Commissioner Vandiver and Commissioner Caffey offered to be on the committee. <br />The commission reviewed an update to the current Certificate of Appropriateness application <br />prepared by Cheri Bedford. Ms. Bedford added the section of the City of Paris historic <br />preservation ordinance and the Secretary of Interior Standards as cover pages. This addition is an <br />effort to better inform applicants of the criteria for approval. Commissioner Vandiver made a <br />motion begin using the new Certificate of Appropriateness with the changes and Commissioner <br />Matthews seconded, motion carried. <br />Commissioner Vandiver made a motion to un -table the Certificate of Appropriateness <br />application of 10 N. Plaza for discussion with City Manager on the permit process for the City of <br />Paris and steps taken before applications come to the commission for approval. In the case of 10 <br />N. Plaza the commission had concerns on the soundness of the addition of bricks to the parapet <br />wall and whether or not is was structurally safe before they reviewed the revised application. Mr. <br />Path said staff will discuss this in house before the next commission meeting. Commissioner <br />Matthews made a motion to retable the Certificate of Appropriateness for 10 N. Plaza. The <br />motion was seconded by Commissioner Emmite, motion carried. <br />No future agenda items were added. <br />Ms. Bedford asked the commission if they would want alternates.
