Plaza, parapet <br />addition and downspouts was introduced by Chairman Dux. <br />Chairman Dux gave a brief history of the Paris Historic Commercial District and the Church <br />Street Residential district and their designation on National Register of Historic Places as a <br />collection of period specific properties. He also explained the tax advantages of the <br />designation and the implications of the designation was lost. He also read applicable portions <br />on pages 14-16 of the Paris Historic Design Standards stating their purpose and the <br />responsibility of knowing the standards is on the applicant. Chairman Dux summarized why <br />there was a need for a special meeting and addressing additional construction of a parapet <br />wall on the building that was not on the original Certificate of Appropriateness and built <br />without a permit. <br />Mr. JD Marrs represented the property owner. He gave reasons why the roof profile would <br />need to be raised creating the need for extra parapet wall. Chairman Dux reviewed the Texas <br />Main Street design team recommendations for how to remediate the addition of 9 courses of <br />brick. The suggestions were an attempt to match the design standards for the historic district <br />along with the site and setting, and relationship of materials and textures of the block of <br />buildings as a whole. THC's recommendation was use of stucco and or cement added to <br />cover the new brick addition, and utilize a decorative downspout in the shape of a right angle <br />lining up with the banding of cast stone cornice to the adjacent buildings. After further <br />questions, Chairman Dux asked Mr. Marrs if the property owners would ok with the <br />recommendations made by the THC. A motion to approve the addition of downspouts as <br />presented in the Texas Historical Commission design rendering. This rendering included <br />
