Approve the Professional Service Agreement for FEMA FMA Program Third Party <br />Administrator Services with Resource Management & Consulting Co. in the amount of <br />$8,725.00; and authorize the City Manager to execute all necessary documents. <br />10. Approve the Drag Boat Race Event Agreement with the SDBA; and authorize the City <br />Manager to execute all necessary documents. <br />11. Approve the Professional Services Agreement with Richard Drake Construction for <br />concrete demolition and construction services; and authorize the City Manager to execute <br />all necessary documents. <br />12. Approve a Resolution approving the Municipal Maintenance Agreement with TxDOT; <br />and authorize the City Manager to execute all necessary documents. <br />Regular Agenda <br />13. Discuss and act on a Resolution canvassing the returns for the General Municipal <br />Election held on May 1, 2021, for Council District 4; Declaring the Winner in said <br />Election; Acknowledging the Results of Prior Council Action Declaring the Candidates <br />as Elected to office for Council Districts 5 and 7, as a result of having been Unopposed <br />for Election to Office; Declaring the Terms of Office; Making Other Findings and <br />provisions related to the subject; and providing an effective date. <br />14. Recognition of outgoing Mayor Steve Clifford for his service. <br />15. Issuance of Certificate of Election; Administer Statement of Elected Officer to Council <br />Members; and Administer Oath of Office to newly elected Council Members. <br />16. Election by City Council of Mayor and Mayor Pro Tem to serve the City of Paris for the <br />next year. <br />17. Discuss the process and procedures for performing the City Manager, City Attorney and <br />City Judge performance evaluations, and provide direction to staff. <br />18. Convene into Executive Session pursuant to: <br />A. Section 551.071 of the Texas Government Code, Consultation with Attorney, to <br />receive legal advice from the City Attorney about (1) pending or contemplated <br />litigation and/or (2) on matters in which the duty of an attorney to her client under <br />the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas <br />clearly conflict with this chapter, to -wit: Essent (Paris Regional Medical Center) <br />v. City of Paris. <br />B. Section 551.087 of the Texas Government Code, (1) to discuss or deliberate <br />regarding commercial or financial information that the governmental body has <br />received from a business prospect that the governmental body seeks to have <br />locate, stay, or expand in or near the territory of the governmental body and with <br />which the governmental body is conducting economic development negotiations; <br />or (2) to deliberate the offer of a financial or other incentive to a business prospect <br />described by Subdivision (1), as follows: Westgate Apartments. <br />
