" "~ . <br /> <br />LEGAL NOTICE <br /> <br />The City of Paris will received proposals for Professional Consultants <br />to develop a Food Processing Plant feasibility study. The work items <br />will include, but not be limited to, the following: <br /> <br />1. Determine the crops that are being produced in the area at <br />present that would be suitable for processing and identify the <br />processed food product lines ( fresh, canned, frozen, dry, etc.) <br />that will be most cost-effective and produce for the greatest <br />return, as well as market capacity and feasibility for the types <br />of foods identified. <br /> <br />2. Identify those producers who would be willing to participate in a <br />vertically integrated, producer-controlled, food processing plant. <br /> <br />3. Determine the products that can be compatibly produced in a <br />single facility. <br /> <br />4. Determine how much initial funding a co-op might generate, and <br />who is willing to pledge that funding. <br /> <br />5. Determine the appropriate size and arrangement necessary for the <br />facility to allow maximum production. <br /> <br />6. Determine the feasibility of adaptive re-use of available <br />properties as to function and as to ability to comply with the <br />Secretary of the Interior's Standards for Rehabilitation, if <br />necessary, and an estimate of the costs involved. <br /> <br />6.a ENVIRONMENTAL ADDENOUM: (Due at Midpoint of the study. Prepare <br />an environmental analysis and comparison of the proposed sites. <br />Include the following: the impact on existing utilities and <br />infrastructure (especially the current availabil ity, supply, and <br />capacity of the water and waste water facilities), traffic, 100 <br />year flood plains, and historic and/or archeological resources. <br /> <br />7. Identify additional resources and sources of funding that are <br />available for capital expenditures, operational assistance, and <br />product marketing. <br /> <br />8. Determine the approximate number and kinds of jobs that will be <br />created as a result; in the field (on the farm), in the plant, <br />for transportation and shipping, and in management and marketing. <br /> <br />9. Determine the capital investment that will be required at each <br />phase, including building acquisition, building restoration or <br />
