<br />GRANT NO. 08-06-02603 <br /> <br />V. SCOPE OF WORK: <br /> <br />The Scope of Work of the Grantee under this grant--the term of, wlJ:icll is eight <br />months, includ ing six months for the work program, plus additional time .n'eededtO <br />meet reporting and other procedural requirements--shall be the following: <br /> <br />Professional consultants will be utilized to develop a food processing plant <br />feasibility study. The work items will include, but not be limited to, the <br />following: <br /> <br />1) Determine the crops that are being produced in the area at present that <br />would be suitable for processing and identify the processed food product <br />lines (fresh, canned, frozen, dry, etc.) that will be most cost-effective <br />and produce for the greatest return, as well as market capacity and <br />feasibility for the types of foods identified. <br /> <br />2) Identify those producers who would be willing to participate in a vertically <br />integrated, producer-controlled, food processing plant. <br /> <br />3) . Determine the products that can be compatibly produced in a single facility. <br /> <br />4) Determine how much initial funding a co-op might generate, and who is <br />willing to pledge that funding. <br /> <br />5) Determine the appropriate size and arrangement necessary for the facility to <br />allow maximum production. <br /> <br />6) Determine the feasibility of adaptive re-use of available properties as to <br />function and as to ability to comply with the Secretary of the Interior's <br />Standards for Rehabilitation, if necessary, and an estimate of the costs <br />involved. <br /> <br />6a) <br /> <br />ENVIRONMENTAL ADDENDUM: (Due at midpoint of the study. <br />environmental analysis and comparison of the proposed sites. <br />following: the impact on existing utilities and infrastructure <br />the current availability, supply, and capacity of the water and <br />facilities), traffic, 100 year flood plains, and his tor i c <br />archeological resources. <br /> <br />Prepare an <br />Include the <br />( especially <br />waste-water <br />and/or <br /> <br />7) Identify additional resources and sources of funding that are available for <br />capital expenditures, operational assistance, and product marketing. <br /> <br />8) Determine the approximate number and kinds of jobs that will be created as a <br />result: in the field (on the farm), in the plant, for transportation and <br />shipping, and in management and marketing. <br /> <br />9) Determine the capital investment that will be required at each phase, <br />including building acquisition, building restoration or construction, <br />equipment and machinery, vehicles, production diversification or <br />acceleration, marketing, etc. <br /> <br />10) Determine options for structuring ownership and operation of the proposed <br />plant, Le. cooperative, non-pro fit corporation, limited partnership, <br />private corporation, etc., and the benefits and drawbacks of each. <br /> <br />5 <br />
