DATE: May 03, 2021 <br />BACKGROUND <br />Farmer's Bank & Trust is requesting approval of a preliminary and final plat for property located <br />at 2950 Lamar Ave. The site contains 1.23 acres. The property is a former rapid lube business <br />and car wash which is no longer in operation and is in poor unsightly condition. The proposed <br />redevelopment of the site is for a new bank and office building. The site is Zoned PD - Planned <br />Development and the proposed use is permitted in the PD District. The applicant has requested <br />simultaneous preliminary and final plat approval with their application. The applicant shows a <br />preliminary site plan layout on the proposed preliminary/final plat. Detailed plans for site storm <br />water grading and drainage plans were not submitted with the preliminary plat. <br />ANALYSIS <br />Staff has identified a number of concerns with utility and drainage improvements for the site. The <br />preliminary plat does not include some minor setback information, significant tree removal if any, <br />and site topography in a preliminary drainage plan as required under the City's preliminary plat <br />submission requirements. This is not a major concern for approval of the preliminary plat given <br />conditions can be imposed prior to approval of the final plat and site building plan. A number of <br />other considerations must be addressed with the proposed development before staff can <br />recommend approval of the final plat. These include: <br />A requirement of the 2015 International Fire Code is that 2 on-site fire hydrants are <br />required. There are also major safety concerns regarding the applicant's request to apply <br />site coverage from a fire hydrant for building protection coverage from an existing hydrant <br />on the north side of the busy 4 -lane highway of Lamar Avenue. This would involve the <br />stopping and detouring of traffic on this busy roadway. There is also inadequate spacing <br />coverage from the proposed placement of a fire hydrant from a new main the applicant <br />proposes to run under Lamar Ave. to the NWC of the site. The maximum required travel <br />distance on the site on both sides of the building cannot be met with the proposed location <br />and a public or private water main extension by the developer with the second fire hydrant <br />will be required to satisfy the fire protection needs of the proposed development. The two <br />options would include the extension of a public main from the NWC along Lamar Avenue <br />in the ROW; or an extension along the Vilest side of the site with a new fire hydrant at the <br />SWC of the property. The public improvements should be addressed prior to approval of <br />the final plat, but the applicant requests simultaneous approval of both the preliminary and <br />final plats. Staff believes that the applicant can work out an agreement the required water <br />main and on-site fire hydrant improvements that are necessary after final plat approval, <br />but prior to issuance of construction permits for the site grading and utility work. <br />
