Item No. 16 <br />Memorandum <br />TO: Mayor & City Council <br />Grayson Path, City Manager <br />FROM: Gene Anderson, Finance Director <br />SUBJECT: RECOGNITION BY TCAP OF PARIS' 20 YEAR MEMBERSHIP <br />DATE: May 24, 2021 <br />BACKGROUND: The City of Paris was one of the founding members of the Texas Coalition for <br />Affordable Power (TCAP). The purpose of this group was to pool the electrical demand of Texas <br />cities to the point where TCAP could negotiate more favorable electrical rates than any city could <br />possibly do on their own. By having multiyear agreements, budget stability for electrical costs <br />could be achieved. The group also provided the means to expert review each rate increase <br />requested by Oncor. There are over 160 political sub -divisions that belong to TCAP. <br />STATUS OF ISSUE: The fact that TCAP is celebrating its 20t' anniversary testifies to the success <br />that the group has experienced in holding down electrical rates for cities. <br />BUDGET: Not affected by this report. <br />RECOMMENDATION: No action required by the Council. TCAP wishes to present the City with <br />a plaque recognizing Paris' long association with TCAP. <br />
