Chairman Dux called the meeting to order at 4:00 p.m. <br />Absent: <br />Ryan Matthews <br />Guests: <br />David Cook <br />Kari and Josiah Daniel <br />Shelby Gilliam <br />2. The April 14, 2021 minutes were approved by acclamation. <br />3. Discussion and Possible Action of the following Certificates of Appropriateness <br />a. 10 1" ST NE -101 Lamar Ave; Mr Cook was present to represent the Certificate of <br />Appropriateness. He is replacing missing or damaged pieces of his front facade with in <br />kind materials, and repointing the brick to prevent water damage. He is also doing some <br />touch up painting. A motion was made by Commissioner Emmite and seconded by <br />Commissioner Caffey to grant a certificate of appropriateness for repair. Motion carried. <br />b. 27 Clarksville St: Ms. Gilliam presented the application. The project consists of removal <br />of the diamond shaped doorway on the front fagade, placing film on the transom <br />windows to create a uniform shape and reopening up a rear entrance. The commission <br />discussed the placement of the entry doors and ADA accessibility, symmetry with the <br />property and cost effectiveness. The transom windows to the far left were discussed, and <br />the owners plan on making external mulls to create a uniform look. The clear glass will <br />be covered with a film. A motion by Commissioner Long was made to grant a Certificate <br />of Appropriateness for the removal of the diamond aluminum entrance and replace them <br />with the fiberglass double doors, with the condition the property owner would research a <br />carpenter who could make wood doors that match the height of the kick plate on the <br />doors with the bulkhead of the storefront. If economically feasible would utilize the new <br />wooden doors, and add mullions to the left side windows to match the profile of the rest <br />of the transom windows, seconded by Commissioner Coyle, motion carried. <br />c. 111 Lamar Ave.: Josiah Daniel represented the Certificate of Appropriateness. The <br />applicant built a counter top bar for outdoor seating. Initially the bar was added to the <br />support columns that it read in a way it could be considered part of the facade, in which <br />case the bar would not meet the design standards.
