%,, HOUSING AUTHORITY OF THE CITY OF PARIS <br />REGULAR MEETING <br />BOARD OF COMMISSIONERS MEETING <br />100 GEORGE WRIGHT BIOMES <br />MINUTES OF May 18, 2021 <br />Present at the Meeting VIA ZOOMIPHONE: <br />TK Haynes — Chairman of the Board of Commissioners (Zoom) <br />Jenny Wilson — Vice Chairman of the Board of Commissioners (Zoom) <br />Bonnic Bilinski — Commissioner of the Board of Commissioners (phone) <br />Sally Ruthart — Executive Director (Zoom & phone) <br />1. Meeting Called to order at 12:38 pm on Tuesday, May 18, 2021, by Chairman of the Board of <br />Commissioners, T. K. Haynes. <br />2. Having three Board Members present, a quorum, Mr. Haynes thanked and welcomed everyone <br />to the meeting. <br />3. Citizens' Forum Opened and closed with no one present to speak. <br />4. Approval of the Minutes from April 20, 2021, meeting. Minutes of the meeting were approved <br />with a motion made by Ms. Wilson and seconded by Ms. Bilinski. Passed 3-0. <br />"..19� 5. UNFINISHED BUSINESS: NONE <br />6. NEW BUSINESS: <br />a. Occupancy Report - Public Housing has 9 vacancies. Section 8 has 278 current assisted <br />vouchers and 16 people with vouchers searching for units. The Section 8 Waiting List has 35 <br />people on it. Ms. Ruthart discussed with. the Board the 15 Emergency Housing Vouchers offered <br />to the Paris Housing Authority. Upon discussion regarding the current rate of lease up (69%), <br />lack of housing for Section 8 participants, and the lack of staff to assist ERV applicants, Ms. <br />Wilson suggested we deny the vouchers so that they be given to a Housing Authority that will be <br />able to house ERV applicants. Mr. Haynes and Ms. Bilinski agreed. The 15 EHV's will be <br />returned to HUD. <br />b. Financial Report was discussed and reported to the Board with bank statements for PH and <br />Section 8. Ending bank statement balances for April 2021 - Public Housing - $332,238.91 Section <br />8 - $490,881.06. <br />C. <br />7. RESOLUTIONS: <br />2020-009 Budget revision for FYE 06/30/2021. <br />Motion made by Ms. Wilson and seconded by Ms. Bilinski. Motion passed 3-0. <br />2020-010 Budget for FYE 06/30/2022 <br />Motion made by Ms. Bilinski and seconded by Ms. Wilson. Motion passed 3-0. <br />0 8. Mr. Haynes asked the Commissioners if anything needed to be added to the next agenda. After <br />no one replied, Mr. Haynes asked for a motion for adjournment. The motion was made by Ms. <br />Wilson and seconded by Ms. Bilinski. Motion passed 3-0. The meeting was adjourned at 1:27 <br />pm. <br />
