Item No. 16 <br />TO: Mayor, Mayor Pro -Tem & City Council <br />Grayson Path, City Manager <br />FROM: Andrew Mack, AICP Director Planning & Community Development <br />SUBJECT: Public hearing to consider and take action regarding the petition of the City <br />of Paris, Texas for a map amendment from a Central Area District (CA) to a <br />Commercial District (C) between Pine Bluff, Graham, NW 3rd and NE 3rd <br />Street. <br />DATE: June 28, 2021 <br />BACKGROUND: At its meeting held on May 3`d, the Planning Commission held a brief <br />discussion regarding the initiation of a zoning change map amendment for the multi -parcel area <br />on both sides of Main Street outside of the north downtown ring roads of Pine Bluff and Graham <br />Streets. The Commission then conducted a public hearing for changes from CA to C at its 6/7/21 <br />meeting and unanimously recommended approval of the changes. <br />ANALYSIS: <br />The subject area is zoned CA, under the Future Land Use Map is guided for Commercial Retail, <br />and the current land uses are primarily strip commercial development, office and religious <br />institutional up to Cherry Street. <br />The land area to the West is: Zoned 217 -Two -Family Dwelling District; Is Guided for Low Density <br />Residential; and Consists primarily of single-family residences. <br />The land area to North is Zoned Commercial; Is guided for Commercial Retail; and Consists of <br />strip retail & service commercial and office uses and single family residences along 1 st & 2nd <br />Streets NE. <br />The land area to the East is Zoned Commercial; Is guided for Low Density Residential; and <br />Consists of single family uses along Pine Bluff and 3`d Street NE. <br />The land area to the South is Zoned CA Central Area District; is guided for Central Area, Public <br />and Retail; and Consists of commercial, public parking and the County Courthouse. <br />
