ordinarily charged by the Council, by way of an ordinance, specifying the number, qualifications, and duties of <br />those members. <br />In any event, it should be clearly understood by all concerned that the Council is not legally obligated to accept any <br />of the recommendations of the commission for changes in the current charter. <br />As to the timing of this process, I understand that you are thinking to undertake your project in such a way that <br />proposed amendments to the charter would be presented for voter consideration in the city's regular election in <br />May of 2022. This will necessitate, of course, a certain amount of planning and scheduling to provide time for the <br />review commission to be organized, to fulfill its charge, and to satisfy various other technical procedures and legal <br />requirements. <br />I would suggest that the Council appoint a fifteen -member commission, one of whom should be named as <br />Chairman of the commission, leaving it to the commission to elect a vice chairman at the time of its organizational <br />meeting. <br />PROPOSAL FOR SERVICES <br />I am available to act as the consultant and to provide all related services in connection with the amendment of <br />your charter, as follows: <br />BACKGROUND AND QUALIFICATIONS <br />With a B.A. degree in government from the University of North Texas, I have served as city manager in four cities in <br />Texas and one city in Virginia. I was the first executive director of the East Texas Council of Governments and <br />served in that capacity for ten years. Under the auspices of the International Executive Service Corps, I have <br />performed general management studies for two cities in Eastern Europe--Djebel, in Bulgaria, and Curtea de Arges, <br />in Romania. <br />I have been active as a consultant on city charter matters since 1998. Seven of my projects have been identical to <br />that contemplated by Paris.
