Item No. 12 Memorandum TO: Mayor, Mayor Pro -Tem & City Council Grayson Path, City Manager FROM: Andrew Mack, AICP Director Planning & Community Development SUBJECT: Consideration of and action on the Final Plat of Lot 1, Block A of the Mihir Pankaj 318 Addition, LCAD Property ID 18785, located at 3143 NE Loop 286. DATE: July 26, 2021 BACKGROUND The applicant has requested approval for a final plat for the parcel located at 3143 NE Loop 286 containing 4.5467 acres. The subject property is the planned future home of the Home2Suites extended stay hotel. The preliminary plat for this project was approved by the Planning & Zoning Commission on November 2, 2020. At its meeting held on July 6, 2021 the Commission recommended approval the final plat for this project. In the Commission's approval, modifications of the staff recommended approval conditions were made. The staff recommended conditions for July 6, 2021 read as follows: 1. Median closure prior to issuance of the CO. 2. Civil site constriction plans subject to city engineer and TXDOT approval. 3. The final construction engineering plans shall be approved by the city engineer prior to issuance of a building permit and to commencing site construction. The concerns articulated by the Commission were related to conditions 1 & 2 that may cause a delay for the project by TXDOT outside of the City's control. The Commission, however, did not read specific modifications of the approval conditions into the record, nor the deletion of the first two recommended conditions. Therefore, staff recommends approval of only condition 3 as the single recommended approval condition. This meets the intent of the motion made by the Commission. The final engineering approval by KSA Engineering is also nearly completed. City Staff continues to work closely with the developer and TXDOT regarding approval of the planned driveway to the site. This continues to be an issue with TXDOT in relationship to the needed closure of the dangerous and unsafe Loop 286 median crossing. TXDOT previously indicated they would be willing to approve a temporary construction access to the site in order to allow project construction to commence while State funding is sought for the median closure. RECOMMENDATION Staff recommends approval of the Mihir Pankaj 318 Addition Final Plat subject to the following Planning & Zoning Commission condition:
