Item No. 12 <br />Memorandum <br />TO: Mayor, Mayor Pro -Tem & City Council <br />Grayson Path, City Manager <br />FROM: Andrew Mack, AICP Director Planning & Community Development <br />SUBJECT: Consideration of and action on the Final Plat of Lot 1, Block A of the Mihir <br />Pankaj 318 Addition, LCAD Property ID 18785, located at 3143 NE Loop 286. <br />DATE: July 26, 2021 <br />BACKGROUND <br />The applicant has requested approval for a final plat for the parcel located at 3143 NE Loop 286 <br />containing 4.5467 acres. The subject property is the planned future home of the Home2Suites <br />extended stay hotel. The preliminary plat for this project was approved by the Planning & Zoning <br />Commission on November 2, 2020. At its meeting held on July 6, 2021 the Commission <br />recommended approval the final plat for this project. In the Commission's approval, modifications <br />of the staff recommended approval conditions were made. The staff recommended conditions for <br />July 6, 2021 read as follows: <br />1. Median closure prior to issuance of the CO. <br />2. Civil site constriction plans subject to city engineer and TXDOT approval. <br />3. The final construction engineering plans shall be approved by the city engineer prior to <br />issuance of a building permit and to commencing site construction. <br />The concerns articulated by the Commission were related to conditions 1 & 2 that may cause a <br />delay for the project by TXDOT outside of the City's control. The Commission, however, did not <br />read specific modifications of the approval conditions into the record, nor the deletion of the first <br />two recommended conditions. Therefore, staff recommends approval of only condition 3 as the <br />single recommended approval condition. This meets the intent of the motion made by the <br />Commission. The final engineering approval by KSA Engineering is also nearly completed. <br />City Staff continues to work closely with the developer and TXDOT regarding approval of the <br />planned driveway to the site. This continues to be an issue with TXDOT in relationship to the <br />needed closure of the dangerous and unsafe Loop 286 median crossing. TXDOT previously <br />indicated they would be willing to approve a temporary construction access to the site in order to <br />allow project construction to commence while State funding is sought for the median closure. <br />RECOMMENDATION <br />Staff recommends approval of the Mihir Pankaj 318 Addition Final Plat subject to the following <br />Planning & Zoning Commission condition: <br />
