Item No. 14 <br />Memorandum <br />TO: Mayor, Mayor Pro -Tem & City Council <br />Grayson Path, City Manager <br />FROM: Andrew Mack, AICP Director Planning & Community Development <br />SUBJECT: Public hearing to consider and take action regarding the petition of Clint & <br />Crista Lumpkin on behalf of Mac & Tewabech Mekonnen for a Specific Use <br />Permit (SUP) for Commercial Amusements (Indoor) in the General Retail <br />District (GR), City of Paris, Block 219, Lots 3-4-5, located at 1800 Lamar Ave <br />Suite 160- LCAD 17378. <br />DATE: July 26, 2021 <br />BACKGROUND <br />At its meeting held on July 6, 2021 the Planning & Zoning Commission unanimously <br />recommended approval of this application subject to the following condition: <br />1. The tenant finish out plans shall comply with the requirements of the 2015 IBC with local <br />amendments and its associated references for special amusement. Must also be approved by <br />the City of Paris Building Official & Fire Marshal prior to issuance of a certificate of <br />occupancy. <br />The applicant was unable to comply with this condition due to improvements that would be <br />required for the existing shopping center that are not cost effective for the new tenant nor landlord <br />to make. The applicant worked with staff and has since found another location for the escape room <br />business in another shopping center on East Clarksville. As a result, the applicant has submitted <br />the attached request for withdraw. <br />RECOMMENDATION <br />Staff recommends acceptance for withdraw of the above referenced SUP application. <br />
