Item No. 20 TO: Mayor, Mayor Pro -Tem & City Council Grayson Path, City Manager FROM: Andrew Mack, AICP Director Planning & Community Development SUBJECT: Ordinance Amending the Zoning Map for the Colonial Parks Estates Addition Phase II from Agricultural (A) to One -Family Dwelling District No. 1 (SF -1) DATE: July 26, 2021 BACKGROUND & DISCUSSION The City of Paris annexation adopted in December 1997 (Ord. No. 97-059) temporarily classified property as an Agricultural District. The procedure for establishing permanent zoning on annexed territory was not completed when the Colonial Park Estates was developed with single-family homes. Following the Planning & Zoning Commission's discussion at the 6/16/21 work session, the City of Paris has initiated a map amendment to establish permanent zoning for this area. The public hearing was held by the Commission and unanimously recommended approval of the zoning map changes to these properties on July 6, 2021. ANALYSIS The subject area is zoned Agricultural, under the Future Land Use Map this area is guided for Low Density Residential. The current land uses are primarily single-family homes on 1.5+ acre lots. The land area to the North is zoned Agricultural to be reviewed at a future date for amendment due to the temporarily classified district. PUBLIC INPUT No public input forms were received and no testimony was offered during the public hearing. RECOMMENDATION Staff recommends approval of rezoning the Colonial Parks Estates Addition Phase II from an Agricultural District (A) to a One -Family Dwelling District No. 1 (SF -1).
