Item No. 22 <br />1 <br />TO: Mayor, Mayor Pro -Tem & City Council <br />Grayson Path, City Manager <br />FROM: Andrew Mack, AICP Director Planning & Community Development <br />SUBJECT: Paris Building & Development Code Forum <br />DATE: July 26, 2021 <br />BACKGROUND & DISCUSSION <br />Prior to the City of Paris hire of a new Planning & Community Development Director, extensive <br />discussions were held with the City Manager regarding the importance of a City policy for the fair, <br />equitable, consistent and professional administration and enforcement of building and <br />development code regulations in the community. This was identified as a very high priority by <br />the current and past City Council and City Staff leadership for Paris Texas. As a result, plans were <br />in the formation stages for the planning of a forum to educate and present important information <br />regarding the City's administration and enforcement of all adopted City Codes related to building <br />and development. <br />Over the past year a variety of community concerns regarding this policy have become increasingly <br />vocal. A forum is now in the planning stages for this fall in order to effectively address these <br />concerns and better articulate the City's policy and better educate various professions with a <br />stakeholder role in building and development. <br />Recently an organizing and planning committee for this program was assembled. Staff has reached <br />out to a well-respected educator and practitioner in the State of Texas who has agreed to help with <br />organizing and facilitating this forum. Council Member Pankaj has agreed to serve on this <br />planning committee and as a speaker for the program in representing views as both an individual <br />Council Member and representative of the business community. He requested that this discussion <br />item be placed on the July 26th agenda to further convey his thoughts. Further update on the most <br />recent planning committee discussion held on Friday July 23 d will also be communicated. <br />RECOMMENDATION <br />No action by council is required. This is a discussion only agenda topic. <br />
