ORDINANCE NO. 2021-021 <br />------------------------ <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, <br />AMENDING ZONING ORDINANCE NO. 1710 OF THE CITY OF PARIS, TEXAS, <br />AS HERETOFORE AMENDED, SO AS TO CONSIDER AND TAKE ACTION <br />REGARDING THE PETITION OF THE CITY OF PARIS, TEXAS FOR A MAP <br />AMENDMENT FROM AN AGRICULTURE DISTRICT (A) TO A ONE -FAMILY <br />DISTRICT NO. 2 (SF -2), FOR THE SUBURBAN ESTATES ADDITION AND <br />COPE STREET NORTH OF PINE MILL RD.; PROVIDING A REPEALER <br />CLAUSE, A SEVERABILITY CLAUSE, A SAVINGS CLAUSE, A PENALTY <br />CLAUSE; AND PROVIDING AN EFFECTIVE DATE. <br />WHEREAS, an Ordinance providing for the extension of certain boundary limits of <br />the City of Paris and the annexation of territory consisting of 5,389.031 acres was adopted <br />in December 1997 by Ordinance No. 97-059 and classified as Agriculture (A); and <br />WHEREAS, the procedure for establishing permanent zoning on annexed territory <br />was not completed when the Suburban Estates Addition and Cope Street north of Pine Mill <br />Rd. was developed with single-family homes; and <br />WHEREAS, although the subject area is currently zoned Agriculture (A), under the <br />Future Land Use Map this area is guided for Low Density Residential and the current land <br />uses are primarily single-family homes with the exception of the Pecan Place Addition to the <br />southwest, zoned Multiple -Family for existing quadplexes as well as a zoning change in 2019 <br />to 2F for a duplex at the corner of Pine Mill and Mockingbird.; and, <br />WHEREAS, at the June 16, 2021 Planning and Zoning work session, the City of Paris <br />initiated a map amendment to establish permanent zoning for this area and initiated public <br />notices and the public hearing was scheduled; and <br />WHEREAS, following notice and publication as required by law, the Planning and <br />Zoning Commission conducted a public hearing on the proposed amendment to the City <br />Zoning Map for the Suburban Estates Addition and Cope Street north of Pine Mill Rd., <br />changing from an Agriculture District (A) to a One -Family District No. 2 (SF -2), as depicted <br />in map attached hereto as Exhibit A and incorporated herein by reference and made formal <br />recommendation to the City Council to approve same; and <br />WHEREAS, on July 26, 2021, following notice and publication as required by law, the <br />City Council of the City of Paris conducted a public hearing on the proposed amendment to <br />the City Zoning Map, and having considered the recommendations of the Planning and <br />Zoning Commission and the testimony and evidence introduced at said public hearing, found <br />and determined that approving the aforesaid zoning map change would be consistent with <br />the Comprehensive Future Land Use Plan of the City of Paris, consistent with the City Zoning <br />Ordinance, and in the best interests of the public health, safety, and welfare of the citizens of <br />the City of Paris by a vote of 7 ayes and 0 nays. <br />
