10. Approve a Memorandum of Agreement between the City of Paris and the Texas State Historic Preservation Officer regarding the City of Paris' HOME HRA Program for the City's demolition of a dwelling located at 719 3`d Street S.W., Paris, Texas 75460. Regular Agenda 11. Discuss, conduct a public hearing, and act on a Resolution adopting an expanded Property Assessed Clean Energy Program for the City of Paris. 12. Discuss and act on an Ordinance Determining the Need for a Formal Review of the City's Home Rule Charter; providing for qualifications related to the Members of a Charter Review Commission; Announcing the City Council's Intent to Select and Appoint the Charter Commissioners pursuant to Local Government Code Section 9.004; Announcing the City Council's Decision to Hire a Consultant to Assist the Charter Review Commission with this Process; Authorizing the Charter Review Commissioners to carefully study the current Charter and make recommendations as to Amendments. 13. Receive, discuss and act on the Paris Economic Development Corporation's 2021-2023 Plan of Work. 14. Discuss and act on a Resolution approving a twelve (12) month hiatus in the enforcement of Subdivision Ordinance Chapter 9, Exhibit A, Section IX (J) regarding the requirement of constructing sidewalks on single lots. 15. Discuss and appoint at least one City Council Member to the Planning & Zoning Master Trails & Sidewalk Plan Sub -Committee. 16. Receive presentation from the City Manager, discuss and provide direction on the FY 2021-2022 budget for the City of Paris. 17. Convene into Executive Session pursuant to: A. Section 551.087 of the Texas Government Code, (1) to discuss or deliberate regarding commercial or financial information that the governmental body as received from a business prospect that the governmental body seeks to have locate, stay, or expand in or near the territory of the governmental body and with which the governmental body is conducting economic development negotiations; or (2) to deliberate the offer of a financial or other incentive to a business prospect described by Subdivision (1), as follows: Project Mustang and Project Fast Track. B. Section 551.071 of the Texas Government Code, Consultation with Attorney, to receive legal advice from the City Attorney about (1) pending or contemplated litigation and/or (2) on matters in which the duty of an attorney to her client under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflict with this chapter. 18. Reconvene into Open Session and possibly take action on those matters discussed in Executive Session.
