Mayor Portugal, Mayor Pro -Tem Hughes & City Council _....__..._..._...._......._a <br />Grayson Path, City Manager <br />FROM: Andrew Mack, AICP Director Planning & Community Development <br />SUBJECT: Final Plat of Lot 1, Block A of the Striker Addition CB 296, LCAD Property <br />ID 18566, located at 3415 Lamar Ave. <br />MTG. DATE: August 23, 2021 <br />BACKGROUND <br />At its meeting held on August 2, 2021 the Planning & Zoning Commission unanimously <br />recommended approval of the final plat for the Striker Addition. <br />The First Assembly of God Church requested approval of a Final Plat to facilitate the lot division <br />and sale of the former gymnasium building for the construction of a new Wendy's Restaurant in <br />this location. The site is now owned by Wendy's and construction is underway. The preliminary <br />plat for the project was approved by the Planning Commission on May 3, 2021 with the following <br />3 conditions: <br />1. Consideration should be given to extending the water line main approximately 190ft across <br />the front of the property to the SE corner for future extension and looping of the City's water <br />main to provide increased fire projection flows and redundancy in the water system to the <br />site. <br />2. Shall dedicate a drainage easement over the channel on the east side of the property prior to <br />approval of the final plat. <br />3. Will need to indicate future plans for the bridge that crosses the channel into the church with <br />regard to future use and private access restrictions or agreements. <br />Conditions 2 & 3 are satisfied with the final plat and site plan for the site redevelopment. Condition <br />1 will still need to be addressed with approval of the site construction & civil improvements for <br />the project. <br />ANALYSIS <br />The subject property is zoned General Retail (GR) and contains .8335 acres or 36,307 s.f. The <br />minimum lot size, width and depth requirements are met. The new proposed use of the site is a <br />permitted use in the GR District. <br />RECOMMENDATION <br />Staff recommends approval of the Striker Addition Final Plat subject to the following conditions: <br />
