<br />Government -Wide Financial Analysis
<br />As noted earlier, net position may serve over time as a useful indicator of a government's financial position. In the
<br />case of the City of Paris, assets exceeded liabilities by $80,850,369 at the close of the most recent fiscal year. This
<br />compares to $73,931,053 for the previous year. This was a 9.36% increase in net position.
<br />By far, the largest portion of the City of Paris' net position ($50,788,111 or 62.82%) reflects its net investment in
<br />capital assets (e.g., land, buildings, machinery, and equipment). The City of Paris uses these capital assets to provide
<br />services to citizens; consequently, these assets are not available for future spending. Although the City of Paris'
<br />investment in its capital assets is reported net of related debt, it should be noted that the resources needed to repay
<br />this debt must be provided from other sources, since the capital assets themselves cannot be used to liquidate these
<br />liabilities.

<br />An additional portion of the City of Paris' net assets ($8,272,920 or 10.23%) represents resources that are subject to
<br />external restrictions on how they may be used. The balance of unrestricted net assets ($21,789,338 or 26.95%) may
<br />be used to meet the government's ongoing obligations to citizens and creditors.
<br />At the end of the current fiscal year, the City of Paris is able to report positive balances in all three categories of net
<br />position, both for the government as a whole, as well as for its separate governmental and business -type activities
