RESOLUTION NO, 87-068 WHEREAS, the City of Paris has been experiencing failure as indicated on Exhibit "A" in the Central Interceptor from its intersection with North Interceptor at Loop 286, West to a point approximately 500 feet West of Stillhouse Road, as depicted on Exhibit "A". This sewer receives approximately 1.2 MGD of raw sewage from the Woodard Lift Station, approximately .75 MGD of raw sewage from the Campbell Lift Station and unquantified flows from lateral sewer main connections; and, WHEREAS, the Engineering staff has throughly evaluated the condition of this pipe through many visual observations, collection of actual pipe samples, and through monitoring the history and frequency of failure, and furthermore has investigated alternative methods of remedying the problems created by the poor condition of this pipe, such as a continuation of the point repair methods used since 1979, the abandonment and replacement of the pipe with a force main, or the physical cleaning of the pipe and subsequent insertion of a polyethylene slip liner, and has made the following determinations: the current reliability of sewer service is not acceptable; the slip lining of this portion of this line with a polyethylene insertion are not adequate- ly reliable methods of correction; and, therefore, this section of the Central Interceptor must be repaired and restored by direct burial of a new pipeline so that the immediate need for reliable sewer service is satisfied; and, WHEREAS, such project will require repair and restora- tion as described and at the cost estimate as shown on attached Exhibit "B"; and the total project is planned to be accomplished in accordance with the preliminary schedule attached as Exhibit "C"; and, WHEREAS, the deteriorated condition of the above described section of the Central Interceptor is such that collapse of the same could be immediate which would block its flow requiring that this project be completed in the shortest possible time and requiring the declaration of an emergency; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, That the repair and restoration of the Central Interceptor is found to be an does justify the declaration of an emergency and the same is hereby declared; and, BE IT FURTHER RESOLVED, that the City staff is hereby authorized to exercise the emergency powers as the same relate to budgeting, expenditures, procurement and bid process with the only requirement being that the City Council of the City of Paris be kept abreast of the progress of the project.
