MINUTES OF THE REGULAR CITY COUNCIL MEETING <br />OF THE CITY OF PARIS, TEXAS <br />August 23, 2021 <br />The City Council of the City of Paris met for a regular session at 5:30 p.m. on Monday, <br />August 23, 202 1, at the City Council Chamber, 107 E. Kaufrnan, Paris, Texas. <br />Present: Mayor: Paula Portugal <br />Mayor Pro -Tem: Reginald Hughes <br />Council Members: Renae Stone; Gary Savage; Mihir Pankaj; Linda <br />Knox; and Clayton Pilgrim <br />City Staff: Grayson Path, City Manager; Stephanie Harris, City <br />Attorney; Janice Ellis, City Clerk; Gene Anderson, <br />Finance Director; Randy Tuttle, Assistant Police <br />Chief; Russell Thrasher, EMS Director; Thomas <br />McMonigle, Fire Chief; M.A. Smith, Public Works <br />Director; Andrew Mack, Director of Planning & <br />Community Services; Clyde Crews, Fire Marshal <br />Opening Agenda <br />1. Call meeting to order. <br />Mayor Portugal called the meeting to order at 5:30 p.m. <br />2. Invocation. <br />Finance Director Gene Anderson gave the invocation. <br />3. Pledge of Allegiance. <br />Mayor Pro -Tem Hughes led the pledge. <br />4. A. Proclamation Declaring 9/11 as a Day of Prayer aand Remembrance. <br />Mayor Portugal said after she read the proclamation she would like for Assistant Chief <br />Tuttle, EMS Director Russell Thrasher and Chief McMonigle to meet her and Mayor Pro -Tem <br />Hughes in front so they could present the proclamation to their teams. Mayor Portugal said that <br />Mayor Pro -Tem Hughes was on shore leave from the Navy in Massachusetts on that day, and got <br />back to his ship i*n Virginia. She also said he went through New York City knowing that our <br />country would soon be at war. Following the reading of the proclamation, Mayor Portugal and <br />Mayor Pro -Tem Hughes presented the proclamation to Assistant Chief Tuttle, EMS Director <br />Russell Thrasher and Chief McMonigle. <br />
