Approve RESOLUTION NO. 2021-026: A RESOLUTION OF THE CITY COUNCIL <br />OF THE CITY OF PARIS, TEXAS, FORGIVING CERTAIN CIVIL PENALTIES <br />ASSESSED AGAINST THE PROPERTY LOCATED AT 347 BONHAM STREET; <br />FINDING A PUBLIC PURPOSE IN SUPPORT OF SAME; MAKING OTHER <br />FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND DECLARING <br />AN EFFECTIVE DATE. <br />Regular Agenda <br />15. Discuss, conduct a public hearing and act on ORDINANCE NO. 2021-025-0* AN <br />ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, <br />AMENDING THE CITY OF PARIS CODE OF ORDINANCES BY AMENDING <br />ARTICLE 5, `BUSINESS REGULATIONS," ARTICLE 5.07, "FOOD <br />ESTABLISHMENTS," DIVISION 4, "MOBILE FOOD UNITS AND FOOD TRUCK <br />PARKS"; PROVIDING A REPEALER CLAUSE; PROVIDING A SEVERABILITY <br />CLAUSE; PROVIDING A SAVINGS CLAUSE; PROVIDING A PENALTY CLAUSE; <br />AND PROVIDING AN EFFECTIVE DATE. <br />Mayor Portugal asked for a Motion to remove this item from the table. A Motion to <br />remove the item from the table was made by Council Member Knox and seconded by Council <br />Member Pilgrim. Motion carried, 7 ayes — 0 nays. <br />Planning Director Andrew Mack explained that staff conducted two sessions with Mobile <br />Food Unit Vendors and as a result, three additional changes were made to the ordinance. Mr. <br />Mack said changes were 1) those units could remain in place overnight provided the land or <br />business owner provided written permission and the food truck was being operated on a daily <br />basis; 2) all mobile food units could operate on a residential yard for a private home catering <br />event provided written permission was obtained from all residents within 50 feet of the mobile <br />food unit placement in the yard; and 3) allowing of temporary signage to be detached from the <br />food truck only when the unit was open for business. <br />
